District Office Large Conference Room, 1310 North Hearne Avenue, Shreveport LA 71107
Called to Order: By Sara Ebarb at 5:00pm
Roll Call: Sara Ebarb, and Yolanda Clark were present. Crystal Rabo was excused and Sara Ebarb was appointed Committee Chair by Crystal. A quorum of two out of 3 committee members were present.
Committee Business: After a brief discussion and a few phone calls, the committee confirmed that:
Michelle Douglas Hartley is willing to serve a second year as Treasurer if nominated.
Yolanda Clark is willing to serve a second year as Vice Chair if nominated.
Karisma Jones is willing to serve as Board Chair if nominated.
Chris Clayton is willing to serve as Secretary if nominated.
Recommendation to the Board: The committee agreed to recommend Karisma Jones for Board Chair, Yolanda Clark for Board Vice-Chair, Chris Clayton for Board Secretary, and Michelle Douglas Hartley as Board Treasurer.

January 20, 2026
1310 N. Hearne Avenue – Shreveport Behavioral Health Clinic – Shreveport, LA
Called to Order: Called to Order by Crystal Rabo at 5:35pm.
Invocation and Pledge of Allegiance: Invocation and Pledge was led by Doug Efferson.
Roll Call: Crystal Rabo, Debra Baggett-Woodard, Yolanda Clark, Steven Clanton, and Sara Ebarb were present. Michelle Douglas Hartley and Karisma Jones were excused. Chris Davis and Kristie Copeland were absent. Webster, Governor Appointee #1, and Governor Appointee #2 have no board representative at this time. A quorum of 5 out of 9 board members confirmed by Yolanda Clark. Doug Efferson, Executive Director, was present.
Approval of Agenda: Moved by Sara Ebarb to accept the agenda as presented, seconded by Debra Baggett-Woodard, and unanimously approved.
Approval of the Minutes for December 15, 2025: Moved by Steven Clanton to accept the minutes as presented, seconded by Debra Baggett-Woodard, and unanimously approved.
Guest and Public Comments: None.
Executive Limitations: Doug Efferson gave a summary of his written report on Financial Conditions & Activities, Communication and Support to the Board, and Treatment of Customers. A short discussion was held regarding the high Customer Satisfaction Survey results and the fact that no formal Complaints or Grievances were filed over the past year.
