Opening remarks by Jeff Dorson, Chair
discussed FB page & its creation (which Rob Bremer offered to do and invited all board members as administrators)
Discussed promotion of the council page — possibly creating content for it
Discussed payment of webmaster
Jeff Dorson, Chair, made a motion to pay Beau Gast, our website administrator, $500 to maintain the website and accept grant applications online. Dr. Prejean seconded the motion Motion passed without opposition.
Jeff Introduced and discussed the pet stamp process (Act 440). Jeff informed the Council he needs to discuss some additional details with the Dept of Revenue to clarify our need to accept taxes and remit to Revenue and set up a second checking accounting under the Council. Jeff will report his progress at the Council's November meeting.
Jeff made the motion to elect Council officers. Jonathan seconded the motion. The following Council members were nominated for 2-year terms. The Council voted to name the following members as officers:

Next Council meeting was scheduled for Tuesday, November 19 at a House Committee room to be assigned.

– Holly proposed a signup/info booth at the annual 'Nola Dogs 5k' event in October.

Dr. Balsamo, made motion to approve previous minutes without corrections. Seconded by Jeff.
Introductions. Members introduced one another and described their occupations and duties.
Jeff spoke about the history of the Advisory Council and the original legislation and Act that
created this Council. Jeff said that the new legislation, passed during the 2014 session, moves
control of the funds from the State Treasury to our Council. The Council's inability to access the
funds has been the primary reason why the Council has not promoted o ur "Animal Friendly"
plates. Dorson further said that he had been in touch with Lindsay at the Dept of Treasury who
said that we had more than $26,000 in this account. Discussion ensued on how to transfer the
funds (they are distributed every quarter) and opening up a checking account. Checks, we were
informed, would be sent to the mailing address on file and everything is subject to audit. The

Old Business:
Minutes from March 26, 2011 meeting were distributed and read by members. Ms. Durbin made a motion to accept the minutes into the record without comment; seconded by Dr. Balsamo.
Jeff reminded members of the history of the creation of the Pet Overpopulation Council, which dates back to the original passage of the bill in 1999. Approximately 40 other states have instituted similar legislation to aid in the reduction of pet breeding. Mr. Dorson informed the group that the Pet Overpopulation Fund had approximately $6100.00 in reserve, even though the State has lawfully removed several thousands of dollars on two separate occasions in order to balance their books. Mr. Dorson urged the Council to sped up the grant application process so that the collected funds could be distributed for their intended use.
Ms. Durbin made a motion to cancel the 2009-2010 Awareness Grant Application. Motion carried.

Grant Guidelines and Criteria
Introduction
The Louisiana Animal Friendly License Plate Program was created by LA. R.S. 47: 463.60 and is administered by the Louisiana Pet Overpopulation Advisory Council and is funded by the proceeds from the sale of Animal Friendly license plates. The Council is required to establish a grant application process and to distribute funds based on applicant’s eligibility and proper criteria. The funds available for grants will be dependent upon the number of specialty plates sold.
Eligibility
Applicants must meet one of the following:
- A Louisiana non-profit 501 ( c) 3 organization
- Any indigent pet owner on public assistance, including but not limited to the Food Stamp Program, the Supplemental Security Income Program, the Temporary Assistance for Needy Families Program, the Family Independence Temporary Assistance Program, or any other similar public assistance program
- any veterinarian or veterinary hospital licensed in Louisiana
Deadline
Proposals must be postmarked no later than July 1, 2011. Grants will be awarded by October 1, 2011. The original and eight (8) copies must be included and mailed to:
