Andy Brown presented the history of TRQ funds and updated the committee on current funding status. Brown distributed financials of the 2024 TRQ collections YTD. Brown noted that two of three auctions had been held, with the October auction to finalize within days of the meeting. Brown continued by distributing a breakdown of TRQ collections and a balance sheet. It was explained this excludes $1.5 million held in reserve, as established in LRRB policies in 2014, and annual expenses of USA Rice Foundation Dues. LOUISIANA RICE RESEARCH BOARD Minutes Crowley, Louisiana September 25, 2019 _____________________________________________________________________ MEMBERS PRESENT: Richard Fontenot, John Denison, Jude Doise, Kim Frey, David LaCour, Alan Lawson, Gerald Leonards, Eric Savant, Benjy Rayburn, and Jeffery Sylvester MEMBERS ABSENT: Damian Bollich, John Earles, Dane Hebert, Sammy Noel, and Jason Waller OTHERS PRESENT: Kane Webb, Kurt Guidry, and Dustin Harrell Chairman Richard Fontenot called the Louisiana Rice Research Board (LRRB) meeting to order at 1:00 pm with a welcome and a thank you to the Board for attending. He distributed the agenda and asked members to review the agenda items. He indicated that the Board will hold an executive session in conjunction with the Louisiana Rice Promotion Board (LRPB) and asked if anyone had any additional items. ACTION A motion was made by Alan Lawson, seconded by Kim Frey #1 and carried, to approve the agenda. ACTION A motion was made by Jerry Leonards, seconded by Eric Savant #2 and carried, to hold approving the minutes from the June 26, 2019 meeting until the November 7, 2019 meeting. Chairman, Richard Fontenot called the business meeting to order and asked members to review the agenda items. He indicated that the agenda order had been changed to accommodate presenter schedules. The Law creating and governing the Board (LA R.S. 3:3541-3548) states its purpose “is to promote the growth and development of the rice industry in Louisiana by expanded research of rice, thereby promoting the general welfare of the people of this state.” Currently an organizational meeting of the Board is being arranged for September 24, 2018 at the LSU Rice Research Station in Crowley. The current plan is to have both this Board and the Louisiana Rice Promotion Board attend an informal lunch mixer at around noon with the official business meeting starting at 1 pm. Hold this date open if at all possible. After the details have been finalized a meeting notice and draft agenda will be emailed to you. The main purpose of the meeting is to organize the Board. As required by law, “The members of the board shall meet and organize immediately after their appointment and shall elect a chairman, vice chairman, and secretary-treasurer from the membership of the board, whose duties shall be those customarily exercised by such officers or specifically designated by the board.” Other agenda items will include an update on legal issues, an overview of the operation of the Board, committees, finances, funding, ethics requirements and a review by LSU AgCenter personnel of current research projects.
