The Board Chairperson, S. Lewis, called the meeting to order at approximately 3:00 P.M. on Thursday,
December 11, 2025, within the first-floor meeting room, St. John the Baptist General Government Building
— 1811 West Airline Highway, Laplace, LA 70068. Members present included: S. Lewis, E. Broussard, II],
G. Monti, W. Joseph, Jr, and P. Beard thus achieving a quorum. Members absent included M. Jenkins and
K. Bourgois. Also present were S. Van Sickle (Transdev) and M. Johnson and S. Slack (both from
Solutient).
S. Lewis opened the meeting for the public Fiscal Year 2026 Budget Hearing. The Board reviewed the
proposed budget. Discussion ensued. P. Beard requested that prior year actuals be added to the budget. E.
Broussard, III would like to see the approved versus actuals total rather than monthly in order to see if there
is more cushion than it appears. P. Beard agreed — would like to make sure we are not overestimating loss
on a monthly basis. The board requested that A. Thompson submit the financials for review at least one
week prior to meetings and that the monthly financials show both cash and monthly accruals. G. Monti
requested no more per diem for board members as of January 1, 2026. Motion was seconded by E.
Broussard, III. G. Monti also stated that he was still not happy about the $33/month “account analysis

MINUTES OF THE RIVER PARISHES TRANSIT AUTHORITY
FISCAL YEAR 2025 BUDGET HEARING December 11, 2024
The Board Chairman, C. Faucheux, called the meeting to order at approximately 9:00 A.M. on Wednesday,
December 11, 2024, within the second-floor meeting room, St. John the Baptist General Government
Building — 1811 West Airline Highway, Laplace, LA 70068. Members present included: C. Faucheux, E.
Broussard, III, K. Bourgeois, S. Jasmin, and M. Jenkins, thus achieving a quorum. Members absent included
G. Monti and W.J., Joseph, Jr. Also present were S. Van Sickle (Transdev) and A. Thompson.
C. Faucheux opened the meeting for the public Fiscal Year 2025 Budget Hearing. The Board reviewed the
proposed budget.
E. Broussard, III requested that the funding within the capital section of the proposed budget be moved to
the 2024 budget since the vehicles were being paid for in 2024.
C. Faucheux asked if there were any public questions or comments. There were no members of the public
in attendance.
C. Faucheux read Resolution No. 13-2024 to the Board and asked for a motion.
C. Faucheux asked for a motion to approve Resolution No. 13-2024 approving the 2025 budget. It was
moved by E. Broussard, II and seconded by M. Jenkins. Motion carried unanimously.
C. Faucheux asked for a motion to adjourn. It was moved by E. Broussard, II and seconded by S.
Jasmin. The motion carried unanimously.

average was 61.05 riders. The average scheduled trips per hour were 1.51, There were 19,903 miles traveled in
September. The ADA denial rate was 0%,

C. Faucheux called the meeting to order at approximately 10:11am on Wednesday, November 29, 2023,
at the Norris J. Millet, Sr. Library - 2929 US-51, Laplace, LA 70068. Members present included C.
Faucheux, K. Bourgeois, S. Jasmin, G. Monti, and H. Banquer thus achieving a quorum.
Also present was A. Thompson.
C. Faucheux asked all board members to review the minutes from the October 18, 2023, meeting. It was moved
to accept by K. Bourgeois and seconded by S. Jasmin. Motion carried unanimously.
No public members were in attendance.
Operations Report for October 2023. The number of passengers transported in October was 1,794. The daily
average was 69.00 riders. The average scheduled trips per hour was 1.70. There were 18,730 miles traveled. The
ADA denial rate was 0%.
A. Thompson presented the October 2023 Secretary/Treasurer’s Report. Profit and Loss through October 31,
2023, is ($56,963.76). Profit and Loss from inception through October 31, 2023, is $200,820.19. The Statement of
Cash Flows shows total cash as of October 31, 2023, and inception through October 31, 2023, to be $333,182.36.
The collateralization report was included in the financial packet.
