LA Farm Bureau Headquarters. After the reviews and presentations are
concluded, we will need to conduct a business meeting. Agenda items for the

Chairman Cannatella called the meeting to order and reviewed the
agenda. The Board conducted the business meeting after all research
project reports were presented. Research reviews were conducted on
November 19 & 20 on LSU’s Campus.
The Board next considered the minutes of the previous meeting
and tentative agenda. Cannatella called for public comment, but none
was heard.
ACTION NO. 1 A motion was made by Boudreaux seconded by Beavers
and carried, to approve the minutes of the previous
meeting and the agenda as presented.
LDAF staff Gene Cavalier and Jeff Fabre were present and shared updates
from the department including audit work done with first purchasers and
other relevant oversight of the LA Commodities Commission. Fabre presented
the annual audit report, with 4 of 13 first purchasers audited. Cavalier
shared grading training figures, with 26 employees trained. Cannatella
asked for a report on Hansen Mueller. Cavalier explained LDAF was notified
of prompt pay issues on Oct. 23. LDAF immediately began investigating,
which led to a Commodity Commission hearing on Nov 20. …

Kyle Coats with Louisiana Radio Network presented their annual
proposal for promotional campaigns. The board reviewed newly added
messaging for both radio and billboards for corn along with previously
funded soybean work.
Dr. Storer with McNeese St. presented his proposal for 2025 and his
final report for his three year project previously funded. Board members
gave feedback on considering cover crops and other management practices to
be tested in the SW region to improve soil health. Funding consideration

Chairman Cannatella called the meeting to order and asked members to review
the agenda and minutes. Cannatella called for public comment on the agenda.

ACTION NO. 1 A motion was made by Olivier seconded by Marsh and
carried, to approve the minutes of the previous
meeting and the agenda as presented.
Brown then gave the collections and financial reports. Collections were
complete for the FY2024 cycle, with $2,784,688 for soybean, $523,810 for
corn, and $35,506 for wheat totaling $3,344,081 in gross revenue. Half of
the soybean amount is remitted then to USB. Brown noted the budgeted
differences, but that the board in total came in $76, 017 over budget
estimates. Brown also noted he had began the FY24 LA Legislative Audit
Process with Mike Glover, the LLA approved auditor. That report would be
prepared for the November meeting. Brown went over the compliance
questionnaire for the audit and Executive Committee members would execute
signature on that. Brown also noted improvements to processes with LDAF and
staff changes there.

ACTION NO. 1 A motion was made by Wiggers seconded by Olivier and

Brown then gave the collections and financial reports. Collections YTD were
presented through May 2023, 11 of 12 months of FY 2023. Brown shared
soybean collections YTD were $3,530,815.70, Corn at $322,951.94, wheat at
$16,145.18 and sorghum passback’s 80% had been received from USCP. Brown
compared these to budget projections and also noted LDAF was doing better
of tracing first purchasers and assessing late fees appropriately. Brown
noted that once June collections were received he would reconcile year end
items including operating account reimbursement from the Grains account and
other items as needed. Brown also noted he had began the FY23 LA
Legislative Audit Process with Mike Glover, the LLA approved auditor. That
report would be prepared for the November meeting. Brown went over the

Cannatella then called on Kyle Coates to present on LRN’s contract results
for 2022 and propose their contract for 2023. Kyle Coates presented. His
presentation is attached, which describes LRN’s radio outreach and
billboard campaigns throughout the year.
Cate Newberg from Soybean Research Information Network, a contractor of
USB, presented on their website and options for the board to consider on
how to better get research results into the hands of Louisiana farmers.
Discussion began with members, Newberg, and Dr. Salassi on how to get the
materials on to the site. There was also discussion on how to lead
Louisiana farmers to the site, should the information be posted there. No
action was taken, although the board encouraged LSU and staff to continue
to try and input information to the site.

Chairman Cannatella called the meeting to order and reviewed the
agenda. The Board conducted the business meeting after all research

17th at 8 a.m. and ended at 11:30 a.m. on November 18th.

ACTION NO. 1 A motion was made by Boudreaux seconded by Miller and
carried, to approve the minutes of the previous
meeting.
Cannatella then noted action that needed to occur on replacing a
board member. Cannatella explained that Damian Glaser no longer planned to
attend LSGRPB meetings, had reduced his involvement in the represented
crops, and had missed numerous meetings. Cannatella asked Brown to read the
statute for the governance of the board, RS 3:3552, stating “The board may
disqualify any appointed member for cause, including excessive absences

Soybean Board (USB). The LSGRPB nominates individuals to the US Secretary
of Agriculture, USDA, for appointment to serve as a Board member on the
USB. We encourage any soybean grower to come forward at this meeting that
wishes to be considered to serve in this capacity to represent Louisiana
soybean growers.
While the LSGRPB opened nominations at the January 18, 2022 meeting, to
further implement their diversity plan, the vote on nominations was tabled
to a later date. USDA-AMS has announced the application deadline of May 4,
2022 for final nominations from QSSBs; so the LSGRPB invites candidates of
all backgrounds, soybean production practices, and ethnicities to consider
being nominated as a Louisiana USB representative. Two nominees, a primary
and secondary candidate, will be selected by the pool of nominees by the

Chairman Cannatella called the meeting to order at 8:02 am and asked Brown to call roll of the
board. A quorum was present . Cannatella then reviewed the agenda and reminded the board of their
decision to table the vote for LSGRPB’s United Soybean Board nominee for 2022 to further implement
their diversity plan. He also reminded the board that he had reached his term limit for serving on USB
and appreciated serving the board on USB for the last 9 years.
With no amendments to the agenda, Cannatella opened the floor for nominations.
ACTION NO. 1 A motion was made by Scott Wiggers, seconded by Joey Olivier and
carried, to nominate Joey Boudreaux as the primary nominee and Wil
Miller as the secondary nominee from LSGRPB for the United Soybean

collections. The current cash position, the assessment income projections for the 2021 crop
were then presented (see attached). The Board discussed the projections and agreed to use
the soybean net assessment income estimate associated with $12.50 average price and the
wheat and corn assessment income estimate as presented in establishing available funds for
the 2022 projects. The sorghum pass back allocation from the United Sorghum Checkoff
Program (USCP) for 2021 projects was presented by Brown as well, as he informed the new
board members about the allocation process by USCP.

Chairman Cannatella called the meeting to order after the new LSU Ag
Center Soybean Specialist was introduced. David Mosely was introduced by
Regional Director Tara Smith. David noted he was from Texas, a graduate of
Texas A&M, and had most recently worked for Bayer Agriscience. The Board
welcomed him with a few remarks and questions. The minutes of the previous
meeting were reviewed.
ACTION NO. 1 A motion was made by Carlos Polotzola, seconded by
Garrett Marsh and carried, to approve the minutes of
the previous meeting of November 22, 2019.
Andy Brown then reviewed the LDAF December collections report and the
YTD collections. The current cash position as of January 14, 2020 and the
assessment income projections for the 2019 crop were then presented (see
attached). The Board discussed the projections and agreed to use the
soybean net assessment income estimate of $786,426.10 and the wheat and
corn assessment income estimate of $425,778.63 in establishing available

The main purpose of our meeting will be to review and approve proposed research projects for 2018.
Please review all the proposed projects; we wi ll need to discuss each project and the areas of
research the Board is most interested in funding. Please remember to bring your project proposal
book to the meeting.
Another item of business will be to consider nominations to the United Soybean Board (USB). The
LSGRPB nominates individuals to the US Secretary of Agriculture, USDA, for appointment to serve
as a Board member on the USB. We will need to nominate two individuals and rank our nominations
for the one USB position that is up for reappointment at this time. This is a three year appointment
with service beginning in December 2018. Ray Schexnayder currently serves in this position and is

Chairman Cannatella called the meeting to order and reviewed the agenda.
ACTION NO. 1 A motion was made by J.K. Bordelon, seconded and carried, to
approve the minutes of the previous meeting.
Kyle McCann then reviewed the LDAF December collections report and the YTD
collections. The current cash position as of January 12, 2018 and the assessment income
projections for the 2017 crop were then presented (see attached). The Board discussed the
projections and agreed to use the soybean net assessment income estimate based on a $9.63
per bushel of $ 1,540,415 and the wheat and corn assessment income estimate of $ 425,893
in establishing available funds for the 2018 projects. The sorghum pass back allocation from
the United Sorghum Checkoff Program (USCP) for 2018 projects was $ 9,603.51. Sorghum
project allocations were made at the previous meeting. The Board reviewed the budget
worksheet that would be completed by the funding decisions made at the meeting and
discussed organizational funding and financial reserves for each fund type.

Members then discussed the various responsibilities of the officers.

ACTION NO. 1 A motion was made by Dan Turner, seconded and

The Board discussed the status of appointments. Recently the Governor
appointed six individuals to the Board. Of the six, three were new members
and had completed their oath of office prior to the meeting. The Office of
Boards and Commissions indicated that the remaining six positions would be
appointed in the near future. Once all appointments are made the new Board
would have to meet and elect officers.
