MARTIN ECONOMIC AND INDUSTRIAL DEVELOPMENT DISTRICT BOARD OF DIRECTORS MEETING BREAUX BRIDGE, LOUISIANA TUESDAY, APRIL 1, 2026 The Board of Directors of the St. Martin Economic and Industrial Development District met on this day with board members Fred Mills Jr, Raymond Smith, Donald Thibodeaux, Henry Derouselle, and Eric Martin in attendance via web application Zoom. Also in attendance via Zoom was attorney Allan Durand. In attendance in perso n was SME IDD Executive Director Jennifer Stelly. Absent: Jimmy Bulliard, Lorna Mills, Myran Chautin, and Kenneth LeBlanc Mr. Fred Mills Jr called the meeting to order at 7:16am. Jennifer Stelly presented the Board with the minutes of the regular meeting of February 17, 2026. On a motion by Raymond Smith, seconded by Eric Martin and unanimously carried, the minutes of the February 17, 2026 meeting were approved. Ms. Stelly then gave a brief update on the status of the potential Aquaspersions PILOT. She said that she is still waiting for the economic impact study to be completed. Once it is complete it will be sent to our attorney for his review to verify it is a viable option. She will update the Board as things progress. She said she has begun having preliminary conversations with the taxing entities to explain the process and gauge their openness in participating. On a motion by Eric Martin, seconded by Raymond and unanimously carried, the meeting adjourned at 7:20 a.m. …

MARTIN ECONOMIC DEVELOPMENT AUTHORITY BOARD OF DIRECTORS MEETING BREAUX BRIDGE, LOUISIANA TUESDAY, FEBRUARY 17, 2026 The Board of Directors of the St. Martin Economic and Industrial Development District met on this day with board members Fred Mills Jr, Raymond Smith, Donald Thibodeaux, Henry Derouselle, Lorna Mills, Myran Chautin, Kenneth LeBlanc, and Eric Martin in attendance via web application Zoom. Also in attendance via Zoom was attorney Allan Durand. In attendance in person was SMEDA Executive Director Jennifer Stelly. Absent: Jimmy Bulliard Mr. Fred Mills Jr called the meeting to order at 7:11am. SMEDA Executive Director Jennifer Stelly gave a brief introduction to the new district and reviewed its purpose and powers. Raymond Smith raised questions regarding taxing issues and the comingling of SMEDA and SMEIDD funds. Myran Chautin asked if the two entities can be combined. Ms. Stelly advised that she would research that and advise. Kenneth LeBlanc asked if SMEIDD has the ability to purchase property to which Ms. Stelly confirmed. Discussion was then had regarding the appointment of officers. After a brief discussion, a motion was made b y Myran Chautin to appoint Fred Mills Jr as P resident, Jimmy Bulliard as Vice President, and Raymond Smith as Secretary /Treasurer.
