Call to Order
The State Board of Library Examiners of the State Library of Louisiana, in accordance with provisions of Louisiana Revised Statutes of 1950, Title 25, Chapter 3, Section 222, called the meeting to order at 10:00 am with Amanda Taylor, Chairman, Mary Cosper LeBoeuf, Member, and Meg Placke, Secretary, present.
Public Comment
There were no members of the public present.
Approval of Agenda
Meg Placke moved to approve and adopt the agenda. Mary Cosper LeBoeuf seconded, and the motion carried.
Approval of Minutes of June 20, 2025
Mary Cosper LeBoeuf moved to approve the minutes. Meg Placke seconded, and the motion carried.
Executive Session
On a motion by Mary Cosper LeBoeuf and seconded by Meg Placke, the board voted to go into Executive Session at 10:01 am to administer the test. The test was administered. Upon a motion by Meg Placke and seconded by Mary Cosper LeBoeuf, the Board voted to return to open meeting at 2:22 pm.

The State Board of Library Examiners of the State Li brary of Louisiana, in accordance with provisions
of Louisiana Revised Statutes of 1950, Title 25, Chapter 3, Section 222, held a meeting at the State
Library of Louisiana on May 17, 2024, with the following members present:

PUBLIC COMMENT
Amanda Taylor called the meeting to order at 9:40 a.m. State Librarian Meg Placke spoke briefly to
the Board. She noted that the agency is in the process of reviewing the appropriate sections of the
Administrative Code. It is possible that the several categories of certificates are no longer necessary.
She will have some revisions to the language drafted.

The State Board of Library Examiners of the State Library of Louisiana, in accordance with the
provisions of Louisiana Revised Statutes of 1950, Title 25, Chapter 3, Section 222, held a
meeting at the State Library of Louisiana, Baton Rouge, on March 24, 2017, with the following
members present:

An application and request for provisional certification was reviewed for an out -of-state
candidate, Ruth Bond. Having met all of the requirements, Ruth Bond is granted provisional
certification for at least six months or until the next time the examination is given after her hire,
whichever date is later.
Applications were reviewed for certification candidates. The written and oral examinations were
administered. After candidates completed the written portion of the examination, copies were
made for each board member to take with them to grade . Each board member graded the written
and oral test and an average was taken of all the scores for a final score. As a result, the
following candidates were granted Executive Certificates which will expire in 2022:

Marcie Nelson, Jackson Parish Library
Michael Staton, Iberville Parish Library

The State Board of Library Examiners of the State Library of Louisiana, in accordance with the
provisions of Louisiana Revised Statutes of 1950, Title 25, Chapter 3, Section 222, held a
meeting at the State Library of Louisiana, Baton Rouge, on September 2 3, 2016 , with the

The State Board of Library Examiners of the State Library of Louisiana, in accordance with the
provisions of Louisiana Revised Statutes of 1950, Title 25, Chapter 3, Section 222, held a
meeting at the State Library of Louisiana, Baton Rouge, on February 26 , 2016 , with the
following members present:
Amanda Taylor, Chairman
Meg Placke, Secretary
Dorothy White
Applications were reviewed for certification candidates. The written and oral examinations were
administered. After candidates completed the written p ortion of the examination, copies were
made for each board member to take with them to grade . Each board member graded the written
and oral test and an average was taken of all the scores for a final score. As a result, the
following candidates were granted Executive Certificates:

Discussion was held about changes to State Board of Library Examiners' section of the
Louisiana Administrative Code. A new type of certification was added as well as changing and
updating portions of the section to clarify the requirements for the test, how often the test was
held, how to obtain renewal, and taking away the fee. All board members approved the changes
and updates.
