MEETING MINUTES STATE BOARD OF LIBRARY EXAMINERS State Library of Louisiana 701 N. 4th Street Baton Rouge LA 70802 November 5, 2025 10:00 a.m. Call to Order The State Board of Library Examiners of the State Library of Louisiana, in accordance with provisions of Louisiana Revised Statutes of 1950, Title 25, Chapter 3, Section 222, called the meeting to order at 10:00 am with Amanda Taylor, Chairman, Mary Cosper LeBoeuf, Member, and Meg Placke, Secretary, present. Public Comment There were no members of the public present. Approval of Agenda Meg Placke moved to approve and adopt the agenda. Mary Cosper LeBoeuf seconded, and the motion carried. Approval of Minutes of June 20, 2025 Mary Cosper LeBoeuf moved to approve the minutes. Meg Placke seconded, and the motion carried. Executive Session On a motion by Mary Cosper LeBoeuf and seconded by Meg Placke, the board voted to go into Executive Session at 10:01 am to administer the test. The test was administered. Upon a motion by Meg Placke and seconded by Mary Cosper LeBoeuf, the Board voted to return to open meeting at 2:22 pm. The following candidates were granted Executive Certificates, which will expire in 2030: LaKeisha Bosworth Stacie Davis Katrina Stokes New Business The board discussed setting the next test in February. Adjournment The meeting adjourned at 2:24 pm.

She noted that the agency is in the process of reviewing the appropriate sections of the Administrative Code. It is possible that the several categories of certificates are no longer necessary. STATE BOARD OF LIBRARY EXAMINERS MEETING November 20, 2020 Baton Rouge, La 10:00 am CALL TO ORDER The State Board of Library Examiners of the State Library of Louisiana in accordance with provisions of Louisiana Revised Statutes of 1950, Title 25, Chapter 3, Section 222, held a meeting at the State Library of Louisiana, Baton Rouge, on November 20, 2020, with the following members present: Amanda Taylor, Chairman Meg Placke, Secretary Dorothy White PUBLIC COMMENT There were no members of the public in attendance. APPROVAL OF AGENDA Meg Placke called for a motion to approve and adopt the agenda as presented. Motion was offered by Dorothy White and seconded by Amanda Taylor, so carried. MINUTES On a motion offered by Amanda Taylor and seconded by Dorothy White, minutes were approved. OLD BUSINESS None NEW BUSINESS The Board reviewed the request for renewal of the Executive Certificate. After review, it was found under unanimous decision that Continuing Education requirements had been met; therefore, renewal of certification for Kelly LaRocca was approved until 2025. Having met all of the requirements, Ruth Bond is granted provisional certification for at least six months or until the next time the examination is given after her hire, whichever date is later. Applications were reviewed for certification candidates. The written and oral examinations were administered. After candidates completed the written portion of the examination, copies were made for each board member to take with them to grade . Each board member graded the written and oral test and an average was taken of all the scores for a final score. MEETING OF THE STATE BOARD OF LIBRARY EXAMINERS STATE LIBRARY OF LOUISIANA Baton Rouge, Louisiana June 18, 2014 The State Board of Library Examiners of the State Library of Louisiana, in accordance with the provisions of Louisiana Revised Statutes of 1950, Title 25, Chapter 3, Section 222, held a meeting at the State Library of Louisiana, Baton Rouge, on June 18, 20 14, with the following members present: Meg Placke, Secretary Lilly Smith, Chairman Dorothy White A requests for renewal of an Executive Certificate from 2014 was approved for the following: Date of Expiration Giovanni Tairov, Livingston Parish Library 2019 Applications were reviewed for certification candidates. The written and oral examinations were administered. After candidates completed the written portion of the examination, copies were made for each board member to take with them to grade . Each board member graded the written and oral test and an average was taken of all the scores for a final score. As a result, the following candidates were granted Temporary Certificates: Date of Expiration Crystal Gates, Jackson Parish Library 2017 Celise Reech-Harper, Beauregard Parish Library 2017 (Crystal Gates need s three years of additional experience and Celise Reech -Harper needs one year of additional experience before the Temporary Certificate may be converted to an Executive Certificate.) A new type of certification was added as well as changing and updating portions of the section to clarify the requirements for the test, how often the test was held, how to obtain renewal, and taking away the fee. All board members approved the changes and updates.
