He advised the Council that the Noncredit Mobility Affinity Groups, which include faculty members from the 5 largest industry sectors in the state, will be meeting on May 21, 2025 at Baton Rouge Community College. The gro ups will work to find consistent course credit amongst their institutions and how the credentials integrate with what the institutions are currently doing. Karen Denby provided a history of the SATC, GenEd Committee, and Louisiana Transfer Degree efforts by walking through Chapter 25-A Articulation & Transfer Legislation (ACT 356 or 2009, as amended through 2017). She explained the work of the Faculty to develop guidelines and recommendations to create the LT degree and its promises and assurances. Transfer Paul Carlsen asked SATC members to share their understanding of the conceptual definition of transfer, particularly in light of dual enrollment and “swirling” enrollment patterns. Kim Harvey discussed the IPEDs definition and corresponding applications in the BoR data specifications. Lisa French noted that a dual enrollment student should not be considered in a transfer discussion since the student is still in high school and, thus, cannot also be counted as a college freshman. Paul polled member interest in proposing a broader definition for transfer.
