Affinity Groups
Dr. Tristan Denley informed the Council, with support from SHEEO, work has begun to extend what has been
done in general education to industry-based credentials (IBC) and validated skills and learning. He advised the
Council that the Noncredit Mobility Affinity Groups, which include faculty members from the 5 largest industry
sectors in the state, will be meeting on May 21, 2025 at Baton Rouge Community College. The gro ups will work to
find consistent course credit amongst their institutions and how the credentials integrate with what the institutions
are currently doing.
Dr. Jacqueline Bach asked if there is a role for the 4-year institutions for programs that may include some of these

Credit for Prior Learning
Dr. Tristan Denley informed the Council of the Military Credit for Prior Learning workshop , produced in association
with the Department of Veterans’ Affairs. He informed the Council that CAEL and ACE provided presentations that
were very well received by the attendees. He also advised that campuses now have a method to report awarded
credit for prior learning.
He indicated that the next step is to build a matrix for military credit and that he will be reaching out to campuses
for assistance on this. Dr. Jacqueline Bach, LSU System, asked if there are Louisiana institutions included in the

Transfer Pathways
Dr. Tristan Denley began by providing an update on Universal Transfer Pathways. He advised the Council that he
had met with the chairs of 20 committees to discuss the process and had sent the initial materials, noting that
initial drafts are due April 7, 2023. He also stressed that the goal does not include changing any curri cula.
Mr. Bill Tulak commented that although the curricula would not be changing, the changes could still make degree
mapping difficult.
Ms. Jessica Vallelungo asked how granular transfer pathways will be in what they can offer. Dr. Denley explained
that the work has started with the top 20 degree programs in the state and focuses on large-scale pieces, not
pathways that lead to …

Dr. Tristan Denley began by following up on the Universal Transfer Pathways Discussion from the August
meeting. He advised the Council that policy language had been created and then reviewed the draft with the
Council. He informed the Council that he hoped to present the Universal Transfer Agreement at the January
Board of Regents meeting and asked the members to distribute the policy for review to those who can provide
meaningful feedback.
Dr. Jacqueline Bach asked if committees have met to establish the sixty hours that would be in Universal
Transfer curricula. Dr. Denley responded that he is working with the cybersecurity group to create a 60-hour
curriculum, which …

Dr. Denley informed the council that Ms. Janet Newhall has sent a list to the Council of the pathways that are
currently being developed as well as asked for the designees who will work to develop the pathways while
Regents will work to develop the framework for these pathways. He added that they will need to use the
Regents course number if the course is o the matrix and that four-year institutions will need to send all four

Transfer Pathways/Reverse Transfer
Dr. Tristan Denley, Deputy Commissioner of Academic Affairs and Innovation, BoR, began the meeting providing an
update on Reverse Transfer. He advised the Council that Reverse Transfer is already happening at some institutions,
but a statewide process needs to be created due to the new legislation that was passed this session. He explained that
they already have the benefit of having multi-system data and that he has already written some code as a first attempt.
The data run will allow them to get a list of candidates that they can share with campuses to begin a student record
review. He also informed the Council that from the initial data review there are approximately 5,000 plausible candidates
and going forward there will be approximately 500 students e …

LAICU Institution Course on the Matrix
Kenya Messer, President, LAICU, provided an update of where LAICU institutions are in the process of submitting

required paperwork, two are in the process of submitting their paperwork and the remaining five will phase in individually

Wendi Palermo, LCTCS, presented to the council an update on the initiative, born from Dr. Renee Citron and Ms.
Adrienne Fontenot, LCTCS, to create a shared transcript system. She explained that LCTCS is currently working in

Review of SATC Charge
Chair Matt Lee stated the SATC charge and opened the floor for discussion on how this Council will continue its work in
the future. Rene Cintron stated that he would like to see the Council enhance the way students transfer between in-state
institutions. He explained that with all the new technology that has developed since the creation of this Council, there is
more opportunity for more automation. Chair Lee echoed Mr. Cintron’s sentiment and added that he would like to see a
growth in online learning and transfer activity in the state. Mr. Cintron mentioned that there should be more reliance on
PLA (Prior Learning Assessment). He spoke to developing and the transferring of a “comprehensive learning record”,
which would include a student’s PLA, PLE (Prior Learning Experience) and non-credit …

Approval of Minutes. The SATC/GE Committees unanimously voted to approve the minutes of the 5 February 2018 meeting.
Louisiana Transfer Degree. Karen Denby provided a history of the SATC, GenEd Committee, and Louisiana Transfer Degree efforts by walking through Chapter 25-A Articulation & Transfer Legislation (ACT 356 or 2009, as amended through 2017). She explained the work of the Faculty to develop guidelines and recommendations to create the LT degree and its promises and assurances. Kevin Cope, who had chaired the GenEd Committee through that time, explained the reasoning behind some of the LT requirements (e.g., the Natural Science sequence, and at least one Literature course among the humanities) to make it a guaranteed statewide transferrable degre …

Frequency Asked Questions (FAQ) Draft for Dual Enrollment. Karen informed the Committee that BoR staff has received several questions regarding the new standards for the Dual Enrollment policy and its implementation. In response to the questions/concerns, staff created a FAQs document to help campuses, students and their families better understand how to navigate the new standards. Reverse Transfer/Transcript Data Exchange. Rene Cintron discussed the idea of tapping into the National Student Clearinghouse Electronic Transcript Exchange (ETE) to automate the exchange of transfer students’ transcripts among LA institutions. He shared potential benefits of participating in the ETE, including reduced transcript printing costs, improved staff productivity and more secure transcript exchanges. He asked members to share the information with appropriate campus staff for feedback.

Approval of Minutes. The minutes of the June 15, 2017 meeting were approved; however, because a meeting quorum was not established, the vote was unofficial.
Louisiana Transfer Degree – Concentration Templates. Karen Denby reminded the group that at its last meeting, members were asked to circulate the ASLT template/concentration in mathematics to their math faculty for feedback and suggestions. Members shared the feedback they received from their faculty and discussion ensued. The Committees concluded that the math concentration fits well under the Physical Sciences template and a separate template for the mathematics concentration is unnecessary.

Louisiana Transfer Degree – Concentration Templates. Tim Stamm presented a draft of the ASLT template with a concentration in mathematics. Karen Denby asked that the draft template be circulated to each institution’s math faculty for feedback and suggestions to be submitted at the next meeting. She also invited SATC members/and their campuses to submit ideas/suggestions to develop more draft templates for the group to consider.

Transfer Paul Carlsen asked SATC members to share their understanding of the conceptual definition of transfer, particularly in light of dual enrollment and “swirling” enrollment patterns. Kim Harvey discussed the IPEDs definition and corresponding applications in the BoR data specifications. Lisa French noted that a dual enrollment student should not be considered in a transfer discussion since the student is still in high school and, thus, cannot also be counted as a college freshman. Paul polled member interest in proposing a broader definition for transfer. Members agreed that a wider-ranging definition of transfer might better capture the swirling patterns of student enrollments, so he will draft an expanded definition of transfer and s …
