Call to Order: Chair Carla Tate called the meeting to order at 10:12 am.
Roll Call: Stacey Duvic called roll. There were four members present and a quorum.

Stacey Duvic, EMO for Louisiana Office of Tourism (LOT), discussed the Strategic Plan updates including a review of the process of writing the plan, goals set, and current implementation process.
Lynne Coxwell, Director of Research for LOT, discussed the Competitive Grant Program, which provides matching grants up to $15,000 to reimburse a percentage of the actual cost of qualifying marketing expenses associated with the promotion of a tourism event. She discussed deadline changes that have been made.

Call to Order: Chair Carla Tate called the meeting to order at 10:16 am.
Roll Call: Michelle Reed called roll. There were four members present and a quorum.

Approval of Minutes – Chair Tate called for approval of the minutes from the last meeting. Ralph Ney
moved, seconded by Mark Latter. Vote carried and the minutes were approved.
Jeff Harlan, Deputy Assistant Secretary of the Louisiana Office of Tourism (LOT) thanked everyone for
attending the meeting. Harlan mentioned the district would be voting on two items today. The first item
would be the LOT operating budget for 2024-2025 and the second item would be an additional $10
million for the 2023-2024 operating budget. Harlan explained that due to the inability of a majority of
members to convene over the last two proposed meeting dates, he had no choice other than to move
forward with the legislative request last Wednesday and the additional $10 million was approved;
however, the funding still needs approval from the LTPD Board.
Sharon Broussard, Marketing Program Specialist, presented the My Louisiana, Always On campaign
video and discussed print and digital ads that LOT is using to promote Louisiana.

Jeff Harlan, Deputy Assistant Secretary of the Louisiana Office of Tourism thanked everyone for
attending the meeting.
Harlan brought Louisiana Office of Tourism Update Books for the LTPD Board members in addition to
International Market Updates, which were distributed at Summit. Harlan explained that LOT brought in
representatives and tour operators from six International markets in to show them around the state and
allow them a chance to meet one-on-one with Louisiana destinations.
Harlan pointed out that LOT has the “Louisiana Tourism Industry” Facebook Group, which will allow
our office to highlight what we’ve been working on in the state and better allow partners to connect with
our office and International representatives
Last year, LOT had $17 million in ARPA funds, which were earmarked for marketing, advertising,
special projects and other tourism initiatives. These funds were non-recurred …

Doug Bourgeois, Assistant Secretary of the Louisiana Office of Tourism thanked everyone for attending
the meeting and introduced the new district member Angela LaFleur, general manager of Tanger Outlet
Mall. Bourgeois reminded members to take their ethics training and to complete their financial disclosure
forms before May.
Bourgeois provided members with an overview of the ARPA funds and indicated where the funds were
earmarked for marketing, advertising, special projects and other tourism initiatives. Bourgeois said the
when the ARPA funding was released to the states (Governor), the Lieutenant Governor and Bourgeois
met with Commissioner of Administration Jay Dardenne and Dardenne said the ARPA funds could only
be used for marketing and advertising.

Louisiana Tourism Promotion District (LTPD) member Ralph Ney called the
meeting to order at 10:00 a.m.
Roll call was made for the Louisiana Tourism Promotion District (LTPD). A
quorum was present and a motion was made by Carla Tate and seconded by Mark
Latter to accept the approval of minutes of the previous meeting, held on
January 30, 2020. Motion passed unanimously and the minutes were accepted.
Assistant Deputy Secretary Jeffrey Harlan opened the meeting with
introductions of all LTPD members and Louisiana Office of Tourism (LOT)
staff. Harlan then turned the meeting over to Jennifer Berthelot, director
of communications, who introduced the presentation for the Sunshine Plan.
Berthelot began the presentation with explaining the purpose of the
Sunshine Plan. She explained that it was intended to bring tourism back to
Louisiana. Increase the growth of tourism to pre-COVID levels, bring back
events and entertainment. She showed the commission members the different
areas the Sunshine Plan will address which include advertising, public
relations, sales, digital and social, rural tourism and education, outreach
and training.

Meeting Minutes
Present: Marion Fox, Randy Barrios, Denise Thevenot. A quorum was present and the meeting
was called to order at 2:15 pm.
Motion by Marion Fox was made, seconded by Randy Barrios to approve the minutes from the
last meeting. Motion carried unanimously.
Lieutenant Governor Billy Nungesser thanked everyone for attending the meeting and thanked
them for their service to the commission and to the tourism industry.
Assistant Secretary of the Louisiana Office of Tourism Doug Bourgeois presented a power point
presentation outlining the marketing strategies developed for the “Feed Your Soul” campaign
and reviewed some of the outcomes of the sales and marketing programs during FY 2018.
Leanne Weill discussed the FY 18-19 advertising plan, including the rebranding of Destination
Louisiana to Louisiana Staycation.
Deputy Assistant Secretary Jeff Harlan discussed the tourism budget and the budget adjustment
request of $3 million.
Motion by Denise Thevenot was made, seconded by Marion Fox, to approve the FY 18-19
Budget Adjustment Request. Motion carried unanimously.
Motion by Randy Barrios was made, seconded by Marion Fox to approve the FY 18-19 budget
request. Motion carried unanimously.
Being no further business, motion by Denise Thevenot was made, seconded by Marion Fox, to
adjourn. Motion carried unanimously. The meeting adjourned at 3:17 pm.

The Louisiana Tourism Development Commission and Tourism Promotion District approved 16 historical markers, provided two specific markers are corrected. The boards also adopted the meeting agenda and accepted previous minutes.

order of the LTDC and LTPD at 3:10 p.m.
Marion Fox of the LTPD made a motioned to adopt the agenda and was seconded
by Mark Romig. Motion passed unanimously.
Alana Cooper with the LTDC opened the floor for any public comments. There
being no public comments it was closed.
A quorum was present for the LTDC commission and the LTPD. Shelley Johnson
with LTDC motioned to accept the LTDC minutes, seconded by Linda Curtis
Sparks. Ralph Ney with LTPD motioned to accept the minutes and Marion Fox
seconded. Motion passed unanimously.

Kyle Edmiston with the Louisiana Office of Tourism called the meeting to
order at 12:15 PM.
A quorum was not present for the last meeting of August 23, 2016, therefore
minutes were not adopted.
Lt. Governor Billy Nungesser
The Lt. Governor thanked everyone for attending the meeting. He elaborated
on a meeting he attended with the Governor and Commissioner Jay Darden of
the DOA regarding the possibility of setting up a foundation to have long
term funds for CRT to enhance visitation to the state of Louisiana.
Marion Fox asked if he was working on the equestrian area of the state. The
Lt. Governor mentioned he met with all of the racetracks recently and they
are working together and moving forward with idea.
Marion also mentioned the culinary event in Charleston, SC, was very
successful. The Lt. Governor suggested it would be beneficial to have a
round table with the participants and discuss the pros and cons of the
event.

motion was made by Bruce Attinger and seconded by Toni Rice to approve the
minutes from the last meeting of August 17, 2015. The minutes were approved

Kyle gave an overview of the proposed Fiscal Year 2016-2017 budget to all
of the members present. Each board member had hard copies of the proposed
budget. A motion was made by Bruce Attinger and seconded by Toni Rice to
accept the proposed budget. All was in favor and the motion passed
unanimously.

Marion Fox called the meeting to order at 1:42 PM. After roll call, a
motion was made by Bruce Attinger and seconded by David McLemore to approve
the minutes from the last meeting of August 26, 2014. The minutes were
approved and accepted.
Remarks from Lt. Governor Jay Dardenne:
The Lt. Governor briefed all of the members on the budget for FY 14/15.
The spending is down right now due to us having to make a policy decision
to fund other areas in CRT. .5 M went to OMF for administrative cost in
the department. The newest museum - LA Sports Hall of Fame Museum in
Northwest LA opened without the state providing any funds to operate it out
of the general fund. We had to shift funds from our tourism budget to our
operating budget to fund the museum or the doors would have shut. The same
thing happened with Office of Culture Development with the Arts grants. We
have made a policy decision to fund these programs out of the Tourism
Budget also.
We have no new pass throughts added to this year’s budget that funding was
not provided for. NOLA Motorsports Park for Indy Car was reflected as a
pass through, however it is funded by Economic Development for 4M. Even
though it is reflected as a pass through it is replaced with money from the
marketing fund and st …

Kyle thanked everyone for attending. He asked everyone to refer to their packets for the print out of
the FY14-15 budget. He explained the concerns of the Office of Tourism and the Lt. Governor regarding
the pass throughs in our budget. The proposal this year is to not propose to zero out all the pass
throughs. We are proposing to zero out two of them and then reduce several of them to more
manageable numbers. The pass throughs would be reduced by 1.3 M still leaving us with 1.962M in pass
throughs. It’s a change in tactic and we are not sure if it will work or not, but we are hoping it’s worth
the effort than what we have tried in the past.

Opening Remarks from Assistant Secretary Kyle Edmiston
Secretary Edmiston thanked everyone for coming to this year’s summit. Kyle
mentioned that this would be the last time the boards would meet in January
for the Summits and that the Summit would be moved to the month of August
from here on out. He stated that we would have another summit on August 27-
29, 2013 in Baton Rouge.

Kyle mentioned that the state wide motel numbers for 2012 occupancy rate
was 62% and that it was on par with 2004. 2012 was not affected by a
manmade disaster, natural disaster or economic disaster. The Average Daily

Remarks from Lt. Governor Jay Dardenne:
The Lt. Governor discussed the legal opinion received from Breazeale,
Sachse & Wilson, L.L.P. regarding the authority of the commission over the
state tourism budget dollars. It was of the opinion of Breazeale, Sachse &
Wilson, L.L.P. that although this statutory language appears to be clear
and unambiguous protection of the tourism tax for tourism promotion only,
because it is not written in the Louisiana Constitution of 1974, it can be
easily repealed by the legislature. The Lt. Governor strongly suggested
that the commission and other industry partners try to meet with
legislators and the governor to stress the need and importance to secure
the tourism budget and not fund any pass throughs through the tourism
budget.
The Lt. Governor and key personnel will be going to France for two weeks to
meet with key tourism leaders to help promote the state of Louisiana.

Toni Rice with the LTPD called the meeting to order at 10:15 AM. After
roll call, a motion was made by Bruce Attinger and seconded by David
McLemore to approve the minutes from the last meeting of January 24, 2012.
Remarks from Assistant Secretary Kyle Edmiston:
Kyle thanked everyone for being there. Kyle mentioned that the new fiscal
year will start on Monday, July 02, 2012. Kyle discussed the marketing
plan that was included in each member’s packet.
Remarks from Lt. Governor Jay Dardenne:
The Lt. Governor introduced Kyle Edmiston as our new Assistant Secretary in
the Louisiana Office of Tourism. The Lt. Governor stated that he and the
staff are very excited and pleased to have Kyle onboard and that he is
doing an excellent job.
The Lt. Governor discussed in length the Tourism budget and explained in
detail what had taken place in the last legislative session and how it has
affected our Tourism dollars for our out of state marketing and advertising
budget.

A motion was make by David McLemore, seconded by Toni Rice to request that
the Louisiana Travel Promotion Association allocate funds to acquire a
legal opinion regarding the proceeds and the authority over the .03% sales
tax that the Louisiana Promotion District is the taxis district of.

Harrison Smith (LTPD) called the meeting to order at 3:07 pm. After roll
call of both commissions, a motion was made by Bruce Attinger for LTPD to
approve the minutes of the last meeting and Toni Rice seconded the motion
and the minutes were approved. Randy Ziegler made a motion to approve the
minutes for the LTDC and Brandy Evens seconded the motion and minutes were
unanimously approved.
Opening Remarks from Lt. Governor Jay Dardenne
Lt. Governor Dardenne thanked everyone for coming and for serving on both
boards. The Lt. Gov. told the boards that he is in the process of
educating the Legislators this session just how important the Tourism
budget is and how it is used to promote the State of Louisiana. The Lt.
Gov. encouraged all of the commission members to contact their legislative
representatives and to do the same.
