Lynne Coxwell, Director of Research for LOT, discussed the Competitive Grant Program, which provides matching grants up to $15,000 to reimburse a percentage of the actual cost of qualifying marketing expenses associated with the promotion of a tourism event. She discussed deadline changes that have been made. Roll Call: Michelle Reed called roll. There were four members present and a quorum. Present: Carla Tate, Ralph Ney, Angela LaFleur, and Mark Latter Absent: Mark Romig Approval of Minutes – Chair Tate called for approval of the minutes from the last meeting. Ralph Ney moved, seconded by Mark Latter. Vote carried and the minutes were approved. Jeff Harlan, Deputy Assistant Secretary of the Louisiana Office of Tourism (LOT) thanked everyone for attending the meeting. Harlan mentioned the district would be voting on two items today. The first item would be the LOT operating budget for 2024-2025 and the second item would be an additional $10 million for the 2023-2024 operating budget. Harlan explained that due to the inability of a majority of members to convene over the last two proposed meeting dates, he had no choice other than to move forward with the legislative request last Wednesday and the additional $10 million was approved; however, the funding still needs approval from the LTPD Board. Louisiana Tourism Promotion District October 23, 2018 Louisiana State Library Baton Rouge, LA 70802 Meeting Minutes Present: Marion Fox, Randy Barrios, Denise Thevenot. A quorum was present and the meeting was called to order at 2:15 pm. Motion by Marion Fox was made, seconded by Randy Barrios to approve the minutes from the last meeting. Motion carried unanimously. Lieutenant Governor Billy Nungesser thanked everyone for attending the meeting and thanked them for their service to the commission and to the tourism industry. Assistant Secretary of the Louisiana Office of Tourism Doug Bourgeois presented a power point presentation outlining the marketing strategies developed for the “Feed Your Soul” campaign and reviewed some of the outcomes of the sales and marketing programs during FY 2018. Leanne Weill discussed the FY 18-19 advertising plan, including the rebranding of Destination Louisiana to Louisiana Staycation. Deputy Assistant Secretary Jeff Harlan discussed the tourism budget and the budget adjustment request of $3 million. Motion by Denise Thevenot was made, seconded by Marion Fox, to approve the FY 18-19 Budget Adjustment Request. Motion carried unanimously. Governor discussed the legal opinion received from Breazeale, Sachse & Wilson, L.L.P. regarding the authority of the commission over the state tourism budget dollars. It was of the opinion of Breazeale, Sachse & Wilson, L.L.P. that although this statutory language appears to be clear and unambiguous protection of the tourism tax for tourism promotion only, because it is not written in the Louisiana Constitution of 1974, it can be easily repealed by the legislature.
