Chairman Minor called the July 6, 2026, regular meeting of the La Paz County Board of Supervisors to order
at 10:02 a.m. Elected Officials and Department Heads present were: Chairman Duce Minor, Vice-Chairman Holly
Irwin, County Administrator Stephanie McDowell, County Attorney Rachel Shackelford, Clerk of the Board
Laurie Thornbury, Golf/Parks Director Curt Bagby, Emergency Readiness & Response Director Jason Scott,
Community Development Director Michael Ramos, Treasurer Leah Castro, Jail Commander Matthew Searles,
Sheriff William Ponce, School Superintendent Lonnie Lewis, Assessor Kari Ann Noeltner and Human Services
Division Programs Manager Carmen Gonzales. Also present via Zoom: Supervisor David Plunkett, Finance

Chairman Minor opened the meeting by extending greetings following the Independence Day holiday and
recognizing the 250th anniversary of the United States. He also shared his appreciation for county staff as the
County began its new fiscal year on July 1, referring to it as a new year for county operations. He further thanked
School Superintendent Lewis and his team who organized and provided the July 4th gathering for county staff,
including the preparation of hamburgers, hot dogs, and other contributions that made the event possible.

County Administrator McDowell stated that she was requesting approval of the consulting agreement
with James Menlove. She shared that Mr. Menlove had experience with the Auditor General's Office,
had served as a county administrator, had worked in finance prior to that role, and was also a CPA. She
explained that the agreement would allow him to work up to 30 hours per week and that he was willing
to be on site three days each week.
County Administrator McDowell further explained that Mr. Menlove would provide training and
stability in the Finance Office while the County worked through the transition of finding a finance
director. She stated that a reference check had produced positive comments regarding his finance

Chairman Minor called the April 29, 2026, worksession of the La Paz County Board of
Supervisors to order at 9:00 a.m. Elected Officials and Department Heads present were:
Chairman Duce Minor, Vice-Chairman Holly Irwin, Supervisor David Plunkett, County
Administrator Stephanie McDowell, Clerk of the Board Laurie Thornbury, County Attorney
Rachel Shackelford, Director of Administrative & Fiscal Services Cheryl Stone, Public Works
Director Don Braska, Deputy Public Works Director Michael Schwaner, Sheriff William Ponce,
Jail Commander Matthew Searles, Captain Miguel Alvarez, Fiduciary Cora Schuler, Director of
Emergency Readiness and Response Jason Scott, Parks/Golf Director Curt Bagby and Jay Parke
of Walker & Armstrong and Brandon Nee, County Supervisors Association (CSA). Also present
via Zoom: Karen Ziegler, Financial Consultant.
Purpose of the Worksession: La Paz County Department Budget Presentations for Fiscal Year
26/27
Director Stone stated that the morning presentations would begin with law enforcement
departments and noted that she would review budget numbers while department representatives
shared accomplishments, goals, and requests.
Sheriff - Jail: Sheriff Ponce stated that the jail had made significant improvements in mental
health services, inmate medical care, reentry planning, and operational compliance. He reported
