PLEDGE OF ALLEGIANCE
Attorney Studenmund explained to Council Member why the Resolution
presented before Council must be a renewal and not a replacement levy. Approximately
one year ago, the State of Ohio banished replacements. This is considered new money
and therefore a new levy.
Councilman Bacin asked when does the current Park levy expire. Attorney
Studenmund replied Council must pass the levy by the end of 2027 and go forward with
in 2028 with the renewal request.
Discussion was held regarding pros and cons of sitting on the levy request for
another year then pushing forward with a replacement levy and not a renewal in 2027.
Discussion was held whether school levies simultaneously on the ballot would
hinder the Village’s request of Park Levy.

Trustee Wittmer noted improvements to the cemetery regarding new pad and flagpole.
Councilman Kearns, who also serves on Cemetery Board, reported the following:
The tax levy, currently at ½ mil replacement levy was enacted in November
2024 is sufficient. The Cemetery is in good financial standing.
The front columbarium was damaged in 2025 and will be replaced this year.
Burial and lot sale rates are updated yearly during the January organization
meeting. Changes for 2026 include full burial and ash burial rates.
Cemetery will complete a paving project this year.

The following Village Council members were present: Council President
Wynn Kearns, Keith Bacin, Michael Benson, Rodney Earick, Robert Kelley, Kim Little,
and Alexander Rocks.
Other officials are present: Law Director John Studenmund, Finance Director James
Banks, Administrator Peter Them, Parks Supervisor Todd Ward, and Chief Troy Weaver.
Residents and other guests: Jesse Halfhill of 2081 Marion Avenue Road, Charles
Comstock of 198 Essex Road, and Christina Thompson of 71 Dartmouth.
