Mid-Month Meeting
1. Chairman Lovette called the meeting to order. Commissioners Stevens, Frasier, Gilliard, and Blount were
present at the opening of the meeting. Commissioner Gilliard and Commissioner Frasier joined during the
meeting.
2. The Chairman certified that the meeting had been properly advertised in accordance compliance with
the Georgia Open Meetings Act.
3. County Administrator Joseph Mosley led the prayer, followed by the Pledge of Allegiance.
4. Recognition – Liberty County Recreation Department
A. The Board recognized Liberty County Track and Field athletes who achieved State
Championship titles in nine events, with thirteen athletes placing first in their respective
competitions. Certificates of recognition were presented by Mr. Raymond Gross, Director of
the Liberty County Recreation Department, Mr. Ricky Gilliard, Deputy Director, and Mr.
Brian Williams, Athletic Coordinator.

1. Budget Public Hearing - Ms. Samantha Richardson presented the proposed FY 2027
Budget. Topics discussed included: the budget Process, a comparative review,

B. National EMS Week, May 17–23, 2026 – EMS Deputy Director Gene Long recognized National
EMS Week. The proclamation was read by Ms. Mosley declaring the week of May 17-23 as
National EMS Week in Liberty County, Ga.
C. Liberty County Mental Health Awareness Month - Ms. Ashley Allen, CEO of Gateway
Community Service Board and Ms. Phylicia Anderson stood before the Board and spoke
regarding Mental Health Awareness Month. Ms. Mosley read the proclamation declaring
May 2026 as Mental Health Awareness month in Liberty County, Ga.

Supervisor Walthour submitted a written report. The report is attached hereto and made a part hereof for all
purposes. Supervisor Walthour informed the Board members of the beginning of the May General Primary
Election. In the members’ packets were copies of the upcoming polling place assignments for the precincts.
She also informed the members of Logic and Accuracy testing, which began on Monday, April 20, 2026,
which was still in the testing phase for the Election Day. She noted to the Board members that over one
hundred plus absentee ballots were processed, it would be determined if Early tabulation would be completed
depending on the number being processed and she want

SITE IMPROVEMENT DISCUSSION
Mr. Payne presented information regarding site improvements and land valuation

1. The meeting was called to order by Chairman Lovette, Commissioners Stevens,

B. Public Defender – Mr. Joshua Brockington, Circuit Public Defender (CPD) presented the
Public Defender annual report as well as the CPD FY27 budget request. Mr. Brockington

seconded by Commissioner Frasier and approved by all Commissioners in attendance.

1. The meeting was called to order by Chairman Lovette, Commissioners Stevens,

A. Dr. Karen Bell, the Keep Liberty Beautiful and Relay for Life Board members stood before
the Board of Commissioners. Dr. Bell stated that Earth Day will be celebrated on Saturday,
April 18, 2026, at Bryant Commons Park. The Earth Day proclamation was read by Mr.
Mosley and signed by Chairman Lovette.
B. Dr. Karen Bell invited everyone to participate in the Relay For Life event on May 1, 2026,
starting with the Survivor dinner at 5:00 PM at the Liberty County Recreation Department’s
Stanford Pavilion, followed by event’s opening ceremony at 6:00 PM. The proclamation was
read by Mr. Mosley and signed by Chairman Lovette.
Commissioner Frasier joined the meeting.
C. Mrs. Erica Smith stood before the Board to present the National Public Safety
Telecommunications Week (NPSTW) which will be April 12-18, 2026. The proclamation was

FY 2027 Budget
Mr. Payne presented and reviewed each line item of the proposed FY 2027 budget with the
Board members, comparing the requested amounts to those included in the prior fiscal
year’s budget. Mr. Payne also discussed the FY 2027 Capital Improvement Plan (CIP)
request. Mr. Payne requested the Board’s approval of the FY 2027 Budget and the Capital
Improvement Plan as presented.
Ms. Steele called for a motion to approve the FY 2027 budget as discussed. Mrs. Ammons
made a motion to approve the FY 2027 budget with an amendment to the GMASS contract
value. Mr. Byrd seconded the motion. The motion carried as follows:

1. The meeting was called to order by Chairman Lovette with Commissioners Thrift,
Blount, and Gilliard present.

A. Magistrate Court Judge Michael McGrit presented the 2025 Magistrate Court
Annual report and answered questions from the Commissioners.

A. County attorney Kelly Davis informed the Board that Commissioner Frasier has
been exploring ways to incentivize and support retail businesses in the county’s

(1) Ms. Samantha Richardson briefed the Board on the FY25 Final Budget

Ms. Steele opened the floor for nominations for the election of the 2026 Chairperson of the
Liberty County Board of Assessors. Ms. Ammons nominated Ms. R. Lee Steele. There
being no further nominations, Ms. Steele sought a motion for nomination as the 2026
Chairperson of the Liberty County Board of Assessors. Ms. Ammons made the motion. Mr.
Byrd seconded the motion. There being no further discussion, the motion was carried in the
following manner:

January 6, 2026
Regular Meeting
1. Chairman Lovette opened the meeting with Commissioners Stevens, Thrift, Blount, and
Gilliard in attendance.
2. The Chairman certified compliance with the Georgia Open Meeting Act.
3. Bishop Paige offered prayers, followed by the Pledge of Allegiance.
Commissioner Frasier arrived for the commissioner’s meeting.
Chairman Lovette addressed the public regarding tax assessment bills and FLOST. He also
encouraged the public to visit the County Administration office and the Assessors’ office for any
questions.
Chairman Lovette invited County Attorney Kelly Davis to explain the public participation
process and procedures during County Commission meetings.
County Attorney Kelly Davis addressed the public and explained public comment law and
provided avenues for the public to voice their concerns.
4. Recognition:
A. Mr. Ricky Gillard and Mr. Steven Young of the Liberty County Recreation Department
introduced the 2025 GRPA 10U Football champions, the All-Star Cheerleaders, and their
coaches. The Commissioners in attendance presented certificates of achievement to the 10U
Football team and the All-Star Cheerleaders for their accomplishments during the 2025
season.
The All-Star Cheerleaders gave a cheer demonstration for the Board of Commissioners and the
citizens of Liberty County
5. New Business:
