Motion - made by Council member Wynn to approve the agenda with the

seconded.

Discussion Items

Mayor Reynolds presented the proposed budget and briefly covered some of the
recommendations included in the budget. Her recommendations included city hall
repairs and upgrades, new technology, police vehicles and several other city
needs. There was much discussion about the budget line items and projects slated
for completion in the near future. Finance Director, Lisa Diggs, provided details
and answered questions from the council.

All members of the city council were present at the time of roll call.

Approval of Agenda
Motion - made by council member Murphy approved the May 4, 2026 council
meeting with the addition of letter g, Second Read of Text Amendment Ordinance.
Council member Wynn seconded.
Motion passed unanimously.
Public Comments
Deborah Jackson gave a public comment about the budget and SPLOST projects being
made available via the website.

Motion - made by Council member Inman to open the public hearing for 6963
Main Street special exception. Council member Muphy second.
Motion passed unanimously.
Bill Johnston stated that the recommendation is for approval with conditions that
require them to maintain hours that are consistent with the other restaurant
establishments in the city.
Brittany Wharton gave a brief presentation on the proposed restaurant at 6963 Main
Street. She stated that the establishment would be hidden in nature with strict seating,
and a secret password that may be required. She stated that this would be a "speak
easy" establishment with limited food offerings.
