Regular Meeting
Tuesday, June 9, 2026
Mayor Sarah Dove called the meeting to order at 6:00 p.m. at City Hall. Present for roll call were
Council Members Bradley Hermanson, Deedee Olson, Teresa Dosch. Absent was Dusty Pierson.
Also in attendance were Jamie Green and Laura Wanzek.
A motion was made by Hermanson and seconded by Olson to approve the minutes of the May
12, 2026 regular meeting, the May 19, 2026 special meeting, and the May 26, 2026 special
meeting. All voted yes. Motion carried.

Council discusses water plant, approves event permit, hires summer worker
The Maddock City Council held a special meeting to discuss communications with the Central Plains Water District (CPWD) regarding the Water Treatment Plant project. CPWD representatives provided an update and agreed to share biweekly meeting minutes and allow council members to attend meetings. The council approved a Special Event Permit for Harriman’s/Bobcat Bar for the NSCCU annual meeting and hired Bryce Melaas for summertime employment.

Special Meeting
Tuesday, May 26, 2026
Mayor Sarah Dove called the special meeting to order at 6:00 p.m. at City Hall. Present for roll
call were Council Members Bradley Hermanson, Deedee Olson, Dusty Pierson, Teresa Dosch
and Deedee Olson via phone. Also in attendance was Chris Arnston and Terry Morrow.
The purpose of the special meeting was to discuss:
• Maintaining communications between the City and Central Plains Water District
(CPWD) regarding the Water Treatment Plant
• Special Event Permit
• Summertime Employment
Terry Morrow and Chris Arnston were present on behalf of the Central Plains Water District
(CPWD). Mr. Morrow provided the City Council with an update regarding the progress of the
Water Treatment Plant project.
Mayor Sarah Dove discussed concerns regarding communication between the City and CPWD.
Alderwoman Deedee Olson asked if the city could receive the biweekly CPWD meeting minutes
and whether City Council members would be permitted to attend CPWD meetings if they
wished. Mr. Morrow agreed and stated that council members were welcome to attend meetings.
He requested that any questions be asked after the meetings and noted that council members
were welcome to contact him directly with questions at any time.
Mr. Arnston suggested that once the project is completed, the City Council could participate in a
walkthrough of the facility.

Council limits role in water plant to customer only
The council discussed the city's relationship with Central Plains Water District (CPWD) and decided to step back from active involvement in the water treatment plant construction project. The city will now act solely as a customer and water consumer, with no attendance at construction meetings or participation in daily operations. Keith Winson was directed to limit contact with project personnel to emergencies only; all other matters go through the city office or council, which will work directly with CPWD.

Special Meeting

Mayor Sarah Dove called the meeting to order at 4:30 p.m. at City Hall.
Present for roll call were Council Members Bradley Hermanson, Deedee Olson, Dusty Pierson,
and Teresa Dosch. Also in attendance was Keith Winson.
Discussion was held regarding the ongoing relationship between the City of Maddock and
Central Plains Water District (CPWD). CPWD has requested that the City limit its involvement
in the water treatment plant construction project to that of a customer and water consumer. City
representatives will no longer attend construction meetings or participate in the day-to-day
operations of the interim water treatment plant.
The Council directed Keith Winson to limit his involvement with project personnel to emergency
situations only. All other inquiries or concerns are to be directed to the City Office or the City
Council. The City Council will work directly with Terry Morrow, CPWD Director, and the
CPWD Board to address all questions, concerns, and contractual matters.
There being no further business, the meeting was adjourned at 4:51 p.m. The next regular council
meeting will be held on May 12, 2026, at 6:00 p.m.
