Board Member Dobbins called the meeting to order at 4:05 p.m.

Approved by Roger Bennett, Seconded by Joe Mittiga, All in Favor
Financial Reports
Mr. Dobbins reviewed the Draft statements as of June 25, 2026. Current assets, primarily money held at
Community Bank, totaled $86,800. Statements show no liabilities at this time. Expenses since the last
meeting only included payments for QuickBooks monthly fee and PO Box fee.
Committee Reports
Governance and Operations Committee – Mr. Dobbins noted that the committee did not meet since the
last meeting.
Finance and Infrastructure Committee – Mr. Dobbins and Mr. Mittiga met with Eric Gustafson to discuss
the BDC’s options related to the property owned in the industrial and the rail spur. Both indicated the
meeting was very helpful. Mr. Gustafson informed them that since the BDC was a not-for-profit, any sale
of property would need to be approved by the attorney general. The main concern is that the property was
sold for fair market value. To assure that this threshold is met, Mr. Gustafson recommended that the BDC
get an appraisal of the property.

days without a lost time accident now stands at 1,452 days.
As of May 31st 2026, MED has been 709 days without a reportable injury. MED experienced a
reportable injury on June 20th, 2024 when an Employee cut their forearm while stripping wire.
The Employee is currently working with no lingering effects from the injury.

member Martha Slack plans to talk with members of the Massena Federation of
Teachers to promote the Adopt a Book Program. Since November is “Adoption
Awareness Month ” President Mogle-Besaw is hoping for some tie-in with
Children ’s Librarian Lexi Marolf during that month. The Friends Fall Fundraiser is

1. Call to Order: The meeting was called to order by Finance Officer Stokes at
4:22.
2. Adoption of Agenda: Director Briggs asked to add the Annual Report to New
Business.
Motion: A motion was made by Secretary Ryan, seconded by Trustee Murphy
to adopt the agenda with that addition.
Vote: Carried 4-0
3. Approval of April 14, 2026, Minutes:
Motion: A motion was made by Secretary Ryan, seconded by Trustee
Murphy, to accept the minutes as written.

6. Friends Report: Co-Trustee Fuehring reported that Officers for the Friends of
MPL are President Jane-Mogle Besaw, Vice-President Elaine Dunne,
Treasurer Tim Zenger, Secretary Jean Centrella, and Co-Trustees, Debbie
Fuehring and Donna Bourdon. She added that, to date Anne Greene ’s mini
book sales have netted $479. for the library. …
