MINUTES OF THE REGULAR MEETING OF THE WINCHESTER CITY COUNCIL
9 APRIL 2026
7:00 PM
Mayor Youngren called regular meeting to order.
Council present: DeeDee Osburn, Larry Tannahill, Clifton Beauchamp and James Erwert.
Pledge of Allegiance.
Councilperson Osburn moved to approve the minutes of the regular meeting.
Councilperson Beauchamp seconded the motion. M/C
Councilperson Osburn moved to approve bills and fund transfers, Councilperson Tannahill
seconded the motion. M/C Unanimous.
Matt Goodnight. City Maintenance Superintendent report:
Culvert across Camas toward State Park is washing out. Russell Construction has
bid $15,000 to repair and replace the culvert. Matt has asked for more bids. No other bids
received. Osburn moved to accept the bid for culvert repair, McBeth and Forest Rd.,
Tannahill seconded. M/C Unanimous.
Well #15 had electric surge during storm which took out the main drive. We
reported to insurance and Crow Electric is looking into the cost of repair and replacement
and including a power backup.

Surplus property. Councilperson Tannahill moved to approve the following bids:
Mike Haight $250 Chevy pickup.
Councilperson Beauchamp seconded the motion. M/C Unanimous.
Fire Department report: 1 rescue cat and 2 fire call.
Winchester City Council adopted Arbor Day Proclamation April 24th.
Request for zone change Tannahill –Concern for the neighboring properties. Request
input from neighbors. Publi
