The regularly scheduled City Council/EDA meeting for the City of Ghent was held on Tuesday, July 14th at 6:30 p.m. Council
members present were Mayor Doug Anderson, Adam DeRoode, Mike Warren, Zac Boerboom & Tim VanKeulen.
Administrator/Clerk, Dawn Viaminck & Public Works Director Jesse Christianson.
OPEN MEETING: Mayor Anderson called the meeting to order @ 6:30 p.m.
PLEDGE OF ALLEGIANCE was recited.
APPROVE MINUTES: A motion was made by VanKeulen and seconded by DeRoode to approve the minutes of the
June meeting. All in favor, motion carried.
APPROVE AGENDA: A motion was made by DeRoode and seconded by Boerboom to approve the agenda. All in

CITIZEN’S COMMENTS: No comments were heard.
LYON COUNTY SHERRIFF’S DEPT: Sherriff Wallen was present to review our call report. We discussed traffic
regulations for scooters and electric bikes. We also discussed the use of drones within city limits. Dawn will post the
regulations on facebook as a reminder to the residents.
FIRE DEPARTMENT: Unit #470 was sold for $5,000. Thank You to Dallas Mahoney for working on the FEMA
grant application for tumout gear.
EMERGENCY MANAGER: Matt Norby is stepping down as Emergency Manager for our City. His backup is
Steve Sussner. Matt and Steve has proposed appointing Mike Stassen as his replacement. Council agrees that Mike

FIRE DEPARTMENT: The department has determined that they are ready to sell unit #470. The reasons include
that #470 is being stored at the Cenex garage which is now owned by Farmward. They are planning to ask to remove
the truck due to liability reasons. We have also just purchased a new truck and are ready to sell the oldest in the fleet.

FIRE DEPARTMENT TRUCK PURCHASE: Chief Maertens was present requesting funds to purchase a truck to
be converted into a tanker. The funds would come from the MAHA funds, truck fund, & relief association. They are
looking at a 2018 International with 100,000 miles for $36,000. A motion was made by DeRoode and seconded by
Boerboom to move forward with the purchase. All in favor, motion carried.

MINNESOTA PAID FAMILY LEAVE M
o Decide whether to allow supplemental payments: Paid Leave only replaces part of an employee’s wages. As an employer,
you decide whether to allow certain other benefits – including vacation and sick time – to “top off” payments from the
program. If you allow it, employees can choose to use these supplemental payments to make up the difference between Paid
Leave and their regular wages while on leave.
o Set your intermittent leave policy: Employees can take leave in small, non-continuous blocks of time. This is called
intermittent leave. You decide the shortest block of time an employee can use – from one minute up to one day.

APPROVEED MINUTES
REGULAR COUNCIL/EDA MEETING
TUESDAY, FEBRUARY 10TH, 2026
The regularly scheduled City Council/EDA meeting for the City of Ghent was held on Tuesday, February 10th at 6:30 p.m.
Council members present were Mayor Doug Anderson, Adam DeRoode, Mike Warren, & Tim VanKeulen.
Administrator/Clerk, Dawn Vlaminck & Public Works Director Jesse Christianson. Absent was Zac Boerboom.
OPEN MEETING: Mayor Anderson called the meeting to order @ 6:30 p.m.
PLEDGE OF ALLEGIANCE was recited.
APPROVE MINUTES: A motion was made by VanKeulen and seconded by Warren to approve the minutes of the
January meeting. All in favor, motion carried.
APPROVE AGENDA: A motion was made by Warren and seconded by DeRoode to approve the agenda. All in
favor, motion carried.
CITIZEN’S COMMENTS: No comments were heard.
LYON COUNTY SHERRIFF’S DEPT: Deputy Louwagie was present with the 2025 year-end report.
UTILTIY BILLING: We are scheduled to go live tomorrow morning!
PERSONNEL POLICY: Council reviewed the personnel policy. A motion was made by DeRoode and seconded by
VanKeulen to adopt the policy with updated information to include MN Paid Family Leave.
FD MEMBER: A motion was made by VanKeulen and seconded by DeRoode to terminate Brent Meyer after proper
notice was given due to failure to meet minimum performance requirements. All in favor, motion carried.
RAMP DESIGN: Council discussed the timing of tuckpointing scheduling. How long can we be without the ramp.

City Council adopts 2026 fee schedule and reviews bond payoff and utility billing changes
The Ghent City Council will adopt the 2026 fee schedule and review the 2023A general obligation bond early payoff of $1,105,000. They will also discuss utility billing onboarding to Banyon and updates to AWAIR and employee right-to-know policies. Several 2026 appointments and reports from Lyon County Sheriff’s Department and engineering firms are scheduled.

The Ghent City Council approved an accelerated amortization schedule for the 2023A GO bond, using excess TIF funds to pay off the loan early and save $301,169.16 in interest. LYON COUNTY SHERRIFF’S DEPT: Sherrif Wallen was not able to join us as he was on a call.
GHENT FIRE RELIEF ASSOCIATION: A motion was made by Boerboom and seconded by DeRoode to approve
the increase of retirement benefits from $1,175 to $1,275. Boerboom, DeRoode, & VanKeulen in favor, Warren
abstained, motion carried.
GAMBLING PERMITS: A motion was made by Boerboom and seconded by Warren to approve the permit for the
Ghent Fire Relief Association on 3/14/26 @ KB’s Bar & Grill. All in favor, motion carried. A motion was made by
DeRoode and seconded by VanKeulen to approve the permit for St. Edwards Catholic Church on 1/31/26 @ KB’s Bar
