Consent Agenda: Mayor Anderson called for a motion to approve the consent agenda items A- G as listed on the agenda. Councilors Scott Stoltzman, Amy Klammer and Jim Day were present. Councilor Jon Brude was absent. Sue Petty, City Clerk-Treasurer, was present. Eli Depuydt, City Maintenance Supervisor, and Brian Severns were absent. The pledge was recited, immediately followed by a moment of silence. Public Hearing: The public hearing for Small City Development Grant & Other Funding Sources Infrastructure Improvements Project was opened. Mark Klema presented to council the needs, alternatives considered, recommended alternative, potential project cost, funding sources- PFA, RD, SCDP, and proposed project schedule. The water treatment plant and Well 1 and Well 2 are Project 1, S. Halladay St water main/ sanitary sewer/storm sewer improvements are project 2. Replacement of lead service lines will also be included. Bollig will submit an application for PFA funding to replace the lead service lines. The Water treatment construction could begin later this fall, but most likely in 2027. Representatives from Lyra Township asked about the amount of water running into the box culvert on Hubble Lane from the proposed storm sewer reconstruction. Mark assured them there is only an increase in .34 acre of impervious surface therefore there would be minimal increas …

Mayor Anderson welcomed Mark Klema and Angela Olson from Bollig Engineering to the meeting. Mark stated everything is on track to have engineering for the project completed by August. There was good data on water usage. Brian Severns expressed his concern in having the wells pump the same amount of gallons per minute to have consistent chemical feed for both wells. Mark stated Nathan Feist from Bollig will be reaching out to gather more information on the wells. Mayor Anderson asked if any dead-end water mains could be added to the project as there is a dead-end line on Mielke St. Mark and Angela stated this could be included in the current project need. The replacement of the water main on Graham St could be included in Task Order #3 that is designed to address any other items the council feels need to be addresses.
