Members of the Finance Committee present were Louise Harlow, Noreen Suriner, Kenneth Murray, and Barry Bernard. Evan Kenney, Town Administrator and Mark Doane, Administrative Assistant were also present. Town residents in attendance were: Raymond Schneller, Susan Schneller, who was voice recording the meeting, Maureen Longobardi, Alfonso Longobardi, and Police Officer Alex Seid. On ZOOM were Deborah Schnappauf and Michael Miller. Jeffrey McCoullough, from Pioneer Valley Planning Commission was present to explain what a Scenic Byway is, as the Towns encompassing Skyline Trail are being asked to consider designating Skyline Trail a scenic byway. He explained that the designation does not alter local zoning laws; does not require tourism promotion; does not create new town regulations; does not transfer authority to the State, and does not obligate municipal spending. The benefits are that it helps protect the town character, it strengthens the State voice, increases eligibility for capital improvements, provides regional cooperation across the 5 towns which comprise Skyline Trail, and encourages community scaled economic activity. Suzanne Lemieux called the office 2 weeks ago and they said they have everything they need. Camping bylaw discussion: The old camping bylaw has been updated to 2 bylaws, one for camping and one for storage of campers. We want the new camping bylaw to be clearly understood and consistent with oth er town bylaws. The camping bylaw is ready to go to Evan Kenney, Administration, in preparation for review by Town Counsel. The company the town has hired to clean up the bylaws will be starting after July1. Approximately 40 people. Director Suzanne Lemieux The meeting was opened at 1:15 Grant: • Curt summarized the process that went into attaining a grant for this project. He included previous grants and town appropriations, and the most current grant of $100,000 from the State. The Town Building Inspector has signed off on the project. The Department of Agriculture is reviewing the plan, and if approved, we will begin construction. The expected time span is beginning in June and ending in September of 2026. Curt noted the help of town members in putting together this plan. Plan: • House Architect Steven Jablonski & Partner Bryan Devries has put together plans and will explain the drawings with the help of a power point expert. Steven explained the process of installing the generator and improving the electrical service to 200 amps, and adding emergency lights to exits. Mark W. Doane, Administrative Assistant was also present. Evan Kenney, Town Administrator was not present as he was away on vacation. Town residents present were Alfonso Longobardi, Doreen Black, Raymond Schneller, Maureen Longobardi, Louise Harlow, Maureen Sullivan, Andrea Tosi, Adair Laurel-Cafarella, Larry Pease, Tim Pease, and Irene Rodriguez-Martin. Under public input, Alfonso Longobardi has volunteered to help out at the transfer station. Town Counsel will be contacted to see what limitations, if any, are state mandated for volunteering. This would not be considered as Senior Work Off or part of the Hero Act. The minutes of the All-Boards Meeting of March 21, 2026 and Minutes of the Joint Selectboard- Finance Committee Meetings of April 1, 2026 and April 15, 2026 were sign off. Tim and Larry Pease spoke on the need to hire someone to do the lawn mowing at the 5 town cemeteries. Anyone applying would need to supply their own equipmen t. It is anticipated that it would be 6 mowings per year: May thru October once a month. It would include weed wacking and mowing.
