At a regular meeting of the Milnor City Council held on Monday, July 13, 2026, 5:00 p.m. the following
members were present: Curtis Anderson, Alan Boyer, Denise Ferderer, Michelle Odegard and Jodi Ost.
Also present: Mike Bassingthwaite, Travis Paeper, Scott Johnson, Paige Benda, Terry Dusek, Deb Boyer,
Robert Lotzer, Ryan Smith, Glen Koeppe and Jennie Hanna. Barb Koeppe and Dennis Odegard joined the
meeting later.
Meeting called to order by Mayor, Glen Koeppe.
Motion to approve meeting agenda (Anderson/Ost, unanimous).
Motion to approve June meeting minutes (Ost/Ferderer, unanimous).
Sheriff Travis Paeper reviewed the Sheriff’s Report. He reported June had been busy, but with nothing
too out of the ordinary. Both Bob Lotzer and Dennis Odegard informed Paeper about dog issues. Paeper
also informed council about instances with raccoons in town and stated residents should call the Sheriff’s
department if they come into contact with a raccoon, before trying to handle it themselves.
Mike Bassingthwaite reviewed the Engineer’s Report and informed council he hadn’t yet received a quote
from the seal coat company for the walking path repair. Bassingthwaite stated the sidewalk project was
pretty much completed, with just grass seeding and sign replacement left.
Ryan Smith presented quotes from Crossroads Electric for cooling systems for the shop, one for a new
unit and one for a 12-year old used unit. The new unit would cost $6300.

The Milnor City Council unanimously approved Smith & Strege Ltd. attorneys Amy Clark and Paige Benda as the city's new legal counsel. members were present: Curtis Anderson, Denise Ferderer, Michelle Odegard and Jodi Ost. Absent: Glen

Mike Bassingthwaite reviewed the Engineer’s Report and informed council the sidewalk project should
start the last week of the month. He stated he would get a quote from the seal coat company to repair the
walking path but work probably wouldn’t take place until late August or early September.
Mayor Dusek stated he would have Ryan Smith get a quote from Crossroads Electric for a mini-split for
the shop.
Mayor Dusek asked LeeAnn Even to prepare a purchase agreement between the City and Lake Agassiz
for purchase of a lot in Northview.
LeeAnn Even introduced council to Amy Clark and Paige Benda from Smith & Strege Ltd. Clark and
Benda informed council of their credentials as attorneys and discussed their fees regarding paperwork and
mileage for legal work they would do for the city.

Deputy Rick Bryant reviewed the Sheriff’s report and stated there was nothing major to report from the
previous month. Bryant stated calls regarding a juvenile continue, but informed council the department’s
hands are tied.
Mayor Dusek stated he had spoken with Mike Bassingthwaite. Bassingthwaite stated the walking path
needs repair by the Fire Hall and the sidewalk project is scheduled to start at the end of June.
Ryan Smith was asked to place stop signs at the intersection of 1st Street and the airport road and on the
intersection in front of the vet on Highway 13. Smith stated he’d like Mike Bassingthwaite to look at the
Main Lift.
LeeAnn Even informed council she would be semi-retiring at the end of June and would be resigning as
city attorney. Even offered some names for her replacement. Even presented the settlement statement
from Mark and Sandra Claeys for the purchase of the lots in Northview for $2500 each.

project from Main to Northview. The bid was for $196,358.68. The cost to the city would be $37,445.60

The Milnor City Council voted unanimously to adopt a floodplain ordinance after the city attorney recommended it and completed the first reading. Ryan Smith reviewed the Maintenance Report and presented two quotes to council, one for the debris

✓ Decided: Milnor City Council approves $2K lot refund, aerial spraying contract
The council approved a $2,000 refund to Bradley Waite for a Park Lane lot payment and unanimously approved the 2026 Vector Disease Control aerial spraying contract. would cost about $8109.99. Smith stated he could do more research on it.
Motion to approve Smith researching more information regarding the blower specs and cost and come to

stated she had talked with Wendy Schmeiss, and Wendy had recommended to the commission the county

deputy to the department. Paeper informed council of different cases and warrants that occurred in

Ryan Smith reviewed the Maintenance Report. Mayor Dusek asked Ryan to research pricing for an ice
bucket for the Bobcat to break up ice. Smith stated he would look into it and would also research a blower
for the Bobcat to replace the broom for the snow removal.
LeeAnn Even reviewed the Attorney’s Report and informed council she had researched information
regarding the floodplain ordinance. Even had talked with Tyler Spomer, the state’s NFIP coordinator. He
told Even the city can repeal the 1986 floodplain ordinance, but that would remove the city from the NFIP
