RESOLUTION – ADOPTION OF BUDGET - FISCAL YEAR 2027
STATE OF GEORGIA
COUNTY OF MORGAN
WHEREAS, pursuant to O.C.G.A. § 36 -81-6, the Morgan County Board of Commissioners shall
adopt a budget ordinance or resolution to make appropriations in such sums as the governing authority
may deem sufficient;
WHEREAS, pursuant to O.C.G.A. § 36 -81-5(d), the proposed budget for fiscal year 20 27 was
submitted to the Board of Commissioners on May 19, 2026;
WHEREAS, pursuant to O.C.G.A. § 36 -81-5(d), the proposed budget for fiscal year 20 27 was
placed in a public location for review by the public on May 19, 2026.
WHEREAS, pursuant to O.C.G.A. § 36 -81-5(e), proper notice was published in the legal organ of
the County that the proposed budget for fiscal year 2027 was available for public review in the Office of the
Morgan County Board of Commissioners;
WHEREAS, pursuant to O.C.G.A. § 36 -81-5(e) and (g), proper notice was published in the legal
organ of the County that a public hearing would be held on June 2, 2065 at 9:00 a.m. in the regular meeting
room at the Morgan County Administrative Building (“the Creamery”) regarding the proposed budget for
fiscal year 2027;

MADISON, GEORGIA, MET THIS DAY IN A SPECIAL CALLED MEETING .
MEETING WAS HELD ON THE SECOND FLOOR OF THE ADMINISTRATION BUILDING.
PRESENT: Chairman Blake McCormack , Vice-Chairman Ben Riden , Commissioners Philipp
von Hanstein , Carl Jones, and Nathan Park
STAFF: County Manager Adam Mestres , Assistant County Manager Mark Williams, and
County Clerk Kim Cox
The meeting was called to order at 10:00 a.m., followed by the Pledge of Allegiance and
Invocation.
Motion by Commissioner Park , seconded by Vice-Chairman Riden to approve the agenda as
presented. Motion passed unanimously.
FY2027 PROPOSED BUDGET
County Manager Adam Mestres reviewed the proposed FY2027 budget with the Board. The
Commissioners discussed various budget items and directed Mr. Mestres to prepare and present
two budget options for consideration at the June 16, 2026, Work Session at 5:00 p.m. The
Board will determine which budget to adopt at that time. No action was taken.
Motion by Commissioner Park, seconded by Commissioner von Hanstein, to adjourn the
Special Called Meeting at 11:01 a.m. Motion passed unanimously.

The Board of Commissioners recognized April as Safe Digging Month in Morgan County. The
proclamation encourages residents and contractors to contact 811 before digging to prevent
damage to underground utilities, reduce service disruptions, and promote public safety.
GEORGIA CONSERVANCY
A representative from the Georgia Conservancy provided an overview of conservation efforts
and sustainable growth initiatives, including partnerships with local governments to support land
and water resource protection.

Harold Thomas, on behalf of G. Singh Holdings, Inc., requested a variance to setback
requirements in the C1 (Neighborhood Commercial) zoning district and the 300-foot setback for
a fuel station for property known as the River Store, located on Highway 278 near the Greene
County line. The request was initially to allow additions to the existing convenience store and
fuel canopy.

R ESO LUTI ON 2026-RES-002 - BO E TA X LE VY RESOLUTION
The Board of Commissioners approved Resolution 2025-RES-018 on December 16, 2025, for
the Board of Education ’s first series of bonds. At that meeting, the bond attorney advised that a
second series of bonds would be issued in early 2026. The resolution now before the Board
pertains to this second bond issuance.
Consideration of the proposed tax levy resolution is necessary for the Board of Education to
continue its bond validation process. Adoption of this resolution commits the Board of
Commissioners to levy the millage rate determined necessary by the Board of Education to
repay the principal and interest on the general obligation bonds.

Commissioner Riden questioned the appropriateness of adding the item and expressed
uncertainty regarding its placement on the agenda.
The County Attorney advised that the Board was authorized to add the item and noted that he
had received the draft resolution only moments prior.
Planning Director Jarrel explained that although the moratorium was not included on the original
agenda, it had been drafted at Commissioner von Hanstein ’s request following recent discussions
concerning commercial design standards.

AGENDA APPROVAL
Prior to the approval of the f ormal agenda , County Attorney Patrick Jaugstetter clarified that
the appearance of the Dollar General sign does not require Board action and is not a zoning
condition .
Motion by Commissioner Park , Seconded by Commissioner Jones , to remove item # 4 Dollar
General Sign-Clarification and to table Item #5 House Form Standards-Review and Feedback
a nd #6 Proposed Tree Ordinance , until February 17, 2026, Work Session , and to present the
adjusted agenda. Motion passed unanimously.
