PROCEEDINGS OF THE MURRAY COUNTY BOARD OF APPEAL AND EQUALIZATION
MURRAY COUNTY GOVERNMENT CENTER — SLAYTON, MINNESOTA
June 16, 2026 — 6:30 p.m.
Pursuant to law as fixed by Minnesota Statute Numbers 274.13 and 274.14, the Murray County Board
of Appeal and Equalization met with the following members present: Commissioners Mark Carlson,
Roger Zins, Loy Woelber, Dennis Welgraven and Auditor-Treasurer Heidi Winter. Absent:
Commissioner Jackie Meier. Also present were County Coordinator Sharon Giese, County Assessor
Chad Benda and Deputy Assessor Amber Hansen.
The meeting opened with the Pledge of Allegiance to the Flag.
There were no conflicts of interest.
Assessor Benda attested that there was a quorum present and 4 of the members present of the Board
have been trained and certified pursuant to the training requirements.
The Board members present took the oath as to its duties of equalizing all real estate and personal
property assessments located within the County of Murray.
Assessor Benda presented a recap of the assessment and sales information for the previous year and
showed what the current sales for the new sales study is projecting for ratios for next year.
After Assessor Benda’s presentation, he presented to the Board a list of each parcel that taxpayers
called into the Assessor’s office with inquiries, questions, and appeals. Several of the appeals listed
were able to be addressed prior to LBAE and CBAE because the parcel was in an Open Book

ADDED AGENDA ITEM 4.8: Axon sent out letters indicating they would only stand
behind their product for 5 years. The issuance of this letter puts the County in a bad
spot for litigation, should a taser that has been in use longer than 5 years malfunction. I
was presented with 3 different options and chose the cheapest option for the county.

MURRAY COUNTY GOVERNMENT CENTER - SLAYTON, MINNESOTA
January 20, 2026, 8:30 AM
Pursuant to notice, the Murray County Board of Commissioners convened with the following
members present in person: Commissioners; Loy Woelber, Jackie Meier, Mark Carlson,
Dennis Welgraven and Roger Zins. Also Present in person were HR Director/Deputy
Administrator Sharon Giese and General Assistant Renee Gleason. County Attorney Travis
Smith via Zoom.
CALL TO ORDER 8:30 A.M.
2.1. AGENDA ADDITIONS
• Slayton Plumbing and Heating - Final Payment Application and Contractor's
Affidavit for Cattlemen's Building (assigned item 4.4.4)
• Carrie Bendix - Southwest MN Private Industry Council - Internship Program
(assigned item 4.8.3)
It was moved by Commissioner Roger Zins, seconded by Commissioner Jackie Meier, to
approve the additions to the agenda. Motion Passed.
2.2. IDENTIFY ANY CONFLICT OF INTEREST
The Board Chair asked if there were any conflicts of interest, none were identified.
3.1. APPROVE MINUTES FROM 12/30/2025 AND 01/06/2026
It was moved by Commissioner Welgraven, seconded by Commissioner Zins, to approve
the meeting minutes of 12/30/2025 and 01/06/2026. Motion passed.
3.2. COMMISSIONER WARRANTS
Board Chair Carlson asked approval of Commissioner warrants for 01/20/2026, unless
there are any questions.

County Auditor/Treasurer Heidi Winter, acting as temporary Chair, called for nominations for Chair of
the Murray County Board of Commissioners for 2026.

eidi Winter opened the floor for nominations for Chair of the Board for 2026.
Commissioner Zins nominated Commissioner Carlson.
Commissioner Meier nominated Commissioner Welgraven.
Nominations were called three times. No other nominations were brought forth.
There was a ballot for Commissioner Mark Carlson and Commissioner Dennis Welgraven for Chair
of the Board for 2026.
All those in favor of Commissioner Carlson, signified by raising of hands: There were (4) four votes in
favor of Commissioner Carlson.
All those in favor of Commissioner Welgraven, signified by raising of hands: There was (1) one vote in
favor of Commissioner Welgraven.
Congratulations, Commissioner Carlson is the 2026 Chair of the Board of Commissioners for 2026.
