Thank you. And just a heads up, the team's software side of that is lagging today. So just please allow some patience and the buffering to get through. If that happens, we may get lucky. And then I also apologize for the warmth in here. We're not doing hot yoga, but the air conditioner is having issues, but we are currently working on it. Madam City Clerk, can you please do roll call? Council member Warren. Present. Council member DeForest. Here. Council member Stone. Here. Mayor Pro Tem Holiday. Here. Mayor Lavelle. Let the record reflect. All members are present. Thank you. At this time, we're going to do the Pledge of Allegiance. At this time, we will do the Pledge of Allegiance and the invocation. The Pledge of Allegiance is going to be led by Councilwoman Warren, and the invocation will be led by Dr. Fred Schaefer from the United Church of the Valley. If you are able, please stand, remove your hats, place your hand over your heart. Ready? Begin. I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. Oh, stand up. Let us be in a spirit of prayer as we begin with a moment of silence. God, you are with us here in this place even now. For there is no place we can go that you are not. You are a God of all people, God of different faiths. But more than that, you are also the God of community. Small communities, large communities. And on this day, we thank yo …

Thank you. Thank you, Madam City Clerk. I've asked Mr. Holliday to lead us in the Pledge of Alleg iance, and please remain standing by the invocation from Pastor Zach Martin from the Bridge Church. I love Zach Martin. Please stand if you're able and place your right hand over your heart. Ready? Begin. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Let's pray. Father, we thank you for the privilege that it is to live in a wonderful community like the city of Murrieta. God, we bring this meeting before you and we ask for your wisdom that it be granted to our leaders. We recognize today that responsibility is what is given to us when we are placed in authority, and today we ask that we would not see authority as power, but rather responsibility for this wonderful city that you've entrusted to us. So I pray that your wisdom would be given to us, that we would continue to live in a flourishing and prosperous community, that you would bless us, that you would bring us continual safety, continual blessing in all areas of this community. We honor you and thank you for this, again, privilege that we have to live here in Murrieta. In Jesus' name, amen. Amen. Thank you. Okay. Kicking off today, we've got a few presentations. So first up, I'd like to call Christine Bonet to have a presentation for the Summer Reading Challenge. Come on up. Hi. Good afternoon to bo …

All right. I'd like to call the 4 o'clock regular meeting of City Council to order. We're looking for Council Member DeForest. Just go ahead and start. Council Member DeForest. Not to name anyone in particular. Yeah, John's in. Mayor Lavelle is working in San Diego for Loma Linda, so he 's not able to attend tonight. Before we go into city business, I want to announce that the city clerk team is running a bit slim today. Because they are out operating the voting drive-through operation where people can drop off their ballots and they will be doing that until the polls close. So please be patient. We have somebody new running some of the slides today. Of course, we have Kimberly, who's an all-star that's going to be here with us tonight. So Madam City Clerk, we have a roll call, please. Council Member Warren. Here. Council Member DeForest. Here. Council Member Stone. Here. Mayor Pro Tem Holiday. Mayor Lavelle. Let the record reflect that all members are present with the exception of Mayor Lavelle with an excused absence. Mayor Lavelle: All right. If you could stand, and I'm going to ask Council Member DeF orest to lead us in the Pledge of Allegiance, if you would. Mayor Lavelle: Certainly, Mayor. For the day. All right. Everybody stand. Good afternoon, everyone. Welcome to the regular City Council meeting, May 5th, 2026. Madam City Clerk, can you please do roll call? Here. Thank you. At this time, if you can stand, please rise. And I've asked Councilwoman Warren to lead us in the Pledge of Allegiance. Followed by the invocation by Pastor John Hanson of Center point Church. Please remove your hat and stand if you are able. Ready, begin. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation , under God, indivisible, with liberty and justice for all. Would you join me and would you pray together? Heavenly Father, I thank you for the blessing of living in Murrieta, California. It's a great place and we bless it together. We thank you for our community, God. I pray for our City Council leaders. Lord, you'd keep on giving them wisdom and grace for the task at hand. And Lord, where they need to mediate negotiations and figure out the best way forward that is good for everyone, help them, God, to find the grace to do that. Lord, we pray for the safety that our community members, we all need. God, that your hand would be on us to protect us. God, we pray even as we enter into another political season , you'd help us to have grace for each other, to be able to see the good in one another, even if we see different perspectives. Thank you. architectural features that you know kind of help create or define what a craftsman is so just a refresher for the Commission essentially when people come in with a project they're limited to these picking from these styles they there aren't other styles they can pick from this is it and this is what we worked on three years ago with the Commission and the council and and we are Dennis is going to talk about it a little bit but we're starting to see projects now that are using the standards that are coming in so so next here we have styles by districts and essentially this is what was set up where there are certain styles that just wouldn't fit if you went out to certain areas so you have the downtown specific plan which is limited to certain styles which is the mission craftsman and mercantile you have the TOD which has that one does include some different ones has the modern where you can go a little bit where you can go much taller essentially that's probably the only one where you could go as high as you can you have the multifamily one and two which limits it to limits it to the mission the craftsman the Tuscan and farm house you have a multifamily three which is a little more dense housing that also has the same but I think you're pretty much the same as multifamily two and then you also have multifamily four which has a pretty much the same but you 're eliminating the farmhouse and then you have your civic office and innovation which is limited to the modern …
