MONDAY , JUNE 29, 2026
24TH Day of the April Term. Commission Met Pursuant to Adjournment. Present were Presiding
Commissioner Randy Ruzicka, Associate Commissioner Cory Ford, along with Deputy County
Clerk, Michele Gatzemeyer. Associate Commissioner Mark Marberry was absent from today’s
meeting.
THE MEETING WAS CALLED TO ORDER BY PRESIDING COMMISSIONER RUZICKA AT 8:15 A.M.
THE MINUTES OF PREVIOUS MEETING THAT WAS HELD ON THURSDAY , JUNE 25, 2026 ARE
SCHEDULED TO BE READ AT THE NEXT REGULARLY SCHEDULED COMMISSION MEETING THAT IS

Commissioner Ruzicka made a ‘Motion’ to approve the Agenda for today’s meeting.
Commissioner Ford seconded the ‘Motion’. Commissioner Ruzicka yea. Commissioner Ford
yea. All in favor. Motion passed.
Scott Schmieder, R&B Foreman, appeared before the Commission to provide report for today’s
meeting. Following were the ‘Items of Importance’ reported:
*Mr. Schmieder noted that ‘order’ for ‘brush hog’ cancelled.
*Mr. Schmieder noted that it is the intent of R&B to Chip Seal this Tuesday and
Wednesday.
*Mr. Schmieder reported that ‘work’ needs to be completed on Smith & Westover; Scott
noted that ‘road’ is in need of spots to be ‘overlaid’.
*Commissioner Ruzicka reported that he received call from area resident complimenting
the work completed on Holst Road.

11TH Day of the April Term. The Commission Met Pursuant to Adjournment. Present were
Presiding Commissioner Randy Ruzicka, Associate Commissioners Cory Ford and Mark Marberry
along with Deputy County Clerk, Michele Gatzemeyer.
THE MEETING WAS CALLED TO ORDER BY PRESIDING COMMISSIONER RUZICKA AT 8:15 A.M.
THE MINUTES OF PREVIOUS MEETING THAT WAS HELD ON THURSDAY , MAY 7, 2026 ARE
SCHEDULED TO BE READ AT THE NEXT REGULARLY SCHEDULED MEETING TO BE HELD ON
THURSDAY , MAY 14, 2026.
Mr. Scott Schmieder, R&B Foreman, appeared before the Commission to provide report for
today’s meeting. Following were the items reported:
*Mr. Schmieder noted ‘issue’ with ‘Boom Mower’. Bolt broke off of ‘frame’;
Representative from ‘vendor’ has been contacted.
*Mr. Schmieder noted that R&B Department focusing on ‘Potholes’ and necessary
repairs to the same.
*Work being done on ‘Tar Pot’; Mr. Schmieder is waiting to order ‘oil’; Mr. Schmieder
noted that there is no reason to order ‘oil’ until said ‘equipment’ is repaired.
*The Commission will inspect ‘County Roads’ on Thursday Afternoon along with Mr.
Scott Schmieder, R&B Foreman. Mr. Schmieder requested ‘inspection’ so that ‘evaluation’ of
roads that need necessary repairs can be addressed.

storage units with ‘Bid Opening’ scheduled for April 13th. Commissioner Marberry seconded the

9TH Day of the January Term. The Commission Met Pursuant to Adjournment. Present were
Presiding Commissioner Randy Ruzicka, Associate Commissioners Cory Ford and Mark Marberry
along with Deputy County Clerk, Michele Gatzemeyer.
THE MEETING WAS CALLED TO ORDER BY PRESIDING COMMISSIONER RUZICKA AT 8:15 A.M.
THE MINUTES OF PREVIOUS MEETING THAT WAS HELD ON MONDAY , FEBRUARY 2, 2026 WERE
READ. COMMISSIONER MARBERRY MADE A MOTION TO APPROVE SAID MINUTES AS
PRESENTED. COMMISSIONER FORD SECONDED THE MOTION. ALL IN FAVOR. MOTION PASSED.
Meeting began with a “THANK YOU” to the Ste. Genevieve County Road & Bridge Department
as well as the City of Ste. Genevieve Street Department for the much appreciated removal of
the massive snow piles affecting ‘parking’ in downtown area. Their efforts have made a drastic
improvement and are greatly appreciated. (Copy of ‘Resignation Letter’ attached to
Commission Record Supplement for this Date.)
The Commission reviewed ‘Resignation Letter’ from Fair Board Member. After careful
consideration, Commissioner Marberry made a ‘Motion’ to approve the ‘Resignation’ from Ms.
Robin Duncan as it relates to the ‘Fair Board’. Commissioner Ford seconded the ‘Motion’.

Mr. Colin Rogers w/Brockmiller Construction, appeared before the Commission to present the
‘Request for Qualifications’ as it relates to ‘Professional Architectural Services RFQ – Detention
Center Renovation and Expansion’. RFQ was placed in local publication; Mr. Rogers replied that
there was only (1) submission, which was from Hoener Architects. (Copy of ‘Request for
Qualifications’ can be located in applicable folder in County Clerk’s Office.)
The Commission advised Mr. Rogers that they would perform review of the information
provided. Decision to be made at a later date. Per Mr. Rogers, the ‘next step’ would be
‘Proposals’.

The Commission reviewed ‘resignation’ from Ste. Genevieve County Fair Board Member as a
result of personal commitments. After review, Commissioner Ford made a ‘Motion’ to approve

Mr. Scott Schmieder, R&B Foreman, appeared before the Commission to provide report for
today’s meeting. Following were the items reported:
*Fuel Tickets submitted for recent fuel purchase that was awarded to MFA Oil. Said
‘Award’ based on the following pricing: “On-Road” Fuel - $2.7652/gallon and “Off-Road” Fuel -
$2.4702/gallon. (Copies of ‘fuel supply tickets’ attached to Commission Record Supplement for
this Date.)
*Mr. Schmieder noted that he was in need of additional fuel supply this week as a result
of the ‘Recent Storms’; Fuel Bid was awarded to Heil Oil Company with ‘low bid’. Pricing for
most recent bid was as follows: “On-Road” Fuel - $2.715/gallon; “Off-Road” Fuel - $2.125/gallon.

held until ‘regular business’ taken care of with the intent of ‘regular’ meeting to be conducted
again on Thursday, 1/29/2026.

*Furnace @ R&B Department/’Shed’ no longer working. Said unit is approximately 50+

Plumbing & Heating; they advised Mr. Schmieder that they would attend to this matter ASAP .

are expected to occur this weekend.
*Mr. Schmieder advised Commission that R&B Department will need to ‘replenish’ salt

*Review completed surrounding ‘Bid Proposals’ for ‘Paving Projects’ for 2026. Bids
requested; Mr. Schmieder to meet with contractors @ proposed sites on Monday, January 26th
for review.

Request was received by Ms. Vicki Weible to appoint Ste. Genevieve County Resident to the
Network for Emergency Shelter Services ‘Board’ . Said ‘Board’ provides oversight to the
distribution of county and municipal fees to the domestic shelter for surrounding area.
After a great deal of review and consideration, Commissioner Ford made a ‘Motion’ to
appoint Mrs. Julie Bova, Circuit Clerk of Ste. Genevieve County, to the NESS Board due to
her expertise in this area. Commissioner Marberry seconded the ‘Motion’ . Commissioner

meet with the Commission in effort to discuss this ‘change’, which resulted from excessive
workflow in certain offices but limited resources as a result in ‘revenue decline’ for the ‘County’
primarily due to ‘Reduction in Sales Tax Revenue’ as a result of RSMo 144.054. The following
‘Points of Interest’ were noted regarding the same:
*Commissioner Marberry noted that this will be a ‘Day by Day’ process until all ‘kinks’
are worked out.
*County Collector, Lisa Marschel, reviewed the many projects that remain to be
completed in her office and noted that she will definitely utilize ‘flex employees’.
*Additional ‘help’ that was provided by employees during ‘Tax Time’ was greatly
appreciated.
*Courthouse staff to ‘gear up’ for the changes to occur as a result of SB190; this process
