3 (Cutting of Public Shade Trees;
Hearing; Damages), the Town of
Newbury Tree Warden will hold a
public hearing regarding an appli-
cation for National grid to remove
public shade trees on August 3,
2026 at 6:30 pm at 12 Kent Way,
Byfield, MA 01922. Any person in
terested in or wishing to be heard on
this matter should appear at the time
and place designated.
Ihe program included a tree-by-
tree hazard assessment of public
and private trees, along three-phase
lines which serve the community.
The work is recommended to re-
move hazard trees for additional
clearance to reduce tree outage
problems affecting large numbers
of customers served by these main
lines. National Grid's arborists have
identified Forty-five (45) town trees
for removal along town roads. Town
trees located within the public way
that are designated for removal have
been marked with a small red ribbon
and posted with a notice of public
hearing in the field

Myk would like to move forward with the project to update rules and regulations documents,
including the new price schedules, and have the new documents replaced on line.
New business :
Received an update from the Newbury Town Day Committee.
The following motions were made and passed unanimously.
Permission for operation of a Beer Truck.
Permission to put a tent over the performance stage, with provision that stakes not be
used to secure tent (sprinkler lines)
Permission to erect stage and tent on Friday, with take down on Monday.
Motion by committee to purchase two “ lawn bocce ” games for the games area at Town Day.
Approved a motion to create staggered terms for Recreation Committee members.

The Newbury Conservation Commission will hold a public hearing to consider several requests for Certificates of Compliance for projects at various addresses, including a never-started project at 32 School Street and a deck expansion on a primary dune at 26 Northern Boulevard. MINUTES
NTL Trustees’ Special Meeting 07-01-2026
Attending in person were Trustees Melissa Mashburn and Alex Burke. Trustee Terry Litterst attended
remotely. Absent were Trustees Patti Olsen and Dick Passeri, who is Chair.
Also attending were Assistant Director Katherine Szuplat and Director Candidate Alia Colburn.
Acting as Chair, Mr. Burke declared that a quorum existed and called the meeting to order at 4:35.
Mr. Burke then observed that her presence in a rehabilitation facility precluded Ms. Litterst from
attending in person and that she would be participating, as permitted, through a telephonic link.
Mr. Burke distributed copies of the Draft Minutes for the Trustees Special Meeting of 06-24-2026. After
examination, Ms. Mashburn moved acceptance, Ms. Litterst seconded and the Minutes were
unanimously accepted. The Minutes are now Official Minutes and will be timely and publicly posted.
Mr. Burke then moved that the Trustees extend an offer to Ms. Colburn to become the Director of
Newbury Town Library. Ms. Mashburn seconded. Ms. Litterst spoke in favor and the Trustees
unanimously voted to extend an offer.
The offer was then extended and Ms. Colburn accepted it.
Mr. Burke then declared that the Special Meeting would close and attendees enter Executive Session to
negotiate with Ms. Colburn the terms and conditions of her service as Director of Newbury Town
Library.
There being no additional business, the meeting was adjourned at 4:48.

Minutes of the 05/14 meeting was reviewed, 2 minor corrections, and approved by all.
T REASURER ’ S R EPORT : Lon – Report of the General Account- portable toilet price was increased $5.00, bill was for
$1.102.39. Gift Fund: $2,812.65, General funds: Portable Toilet has committed funds and it will leave $900.00
for the fiscal year. The Special Article Fund $3500: Return of funds was approved at the May 2026 Town
Meeting.
The report was accepted as corrected and approved by all.
L OWER G REEN H.D.: Channing spoke about the change from our early discussion regarding the Board . Lon updated
the information on members. It will be a mixture of LGHDC folks and others, as determined by Tracy Blais.
W EBSITE R EPORT : Rebecca spoke with Jon (IT) about the 1635 website. He is working on the 1635 website which
will be put directly on the Town website.
Rebecca has not contacted the Emeritus pastor Reverend Bo yl an -Byfield, but will hopefully do so soon.

Open Space Committee Updates
A. Open Space Plan Update. The Committee discussed the next steps towards having a final draft of the
Plan ready for MVPC and Town review.
1. The Committee reviewed the edited the Action Plan. The Committee live edited some of the
objectives and reviewed the timing of action column as well as potential funding sources.
2. The Committee added Objective 3.6 to include wording about identifying ways to study water
quality in Newbury’s waterways to help better enhance water based recreation.
3. Continued review of the remaining objectives will be part of the agenda for the next meeting.
B. General Discussion. None.
Minutes: Mike Carbone made a motion to accept the June 2, 2026 meeting minutes. Bill Hoffman seconded,
and all other members voted in favor.

NTL Trustees’ Meeting 06-17-2026
Attending were Trustees Dick Passeri, Melissa Mashburn and Alex Burke and NTL Assistant Director
Katherine Szuplat. Absent were Trustees Patti Olsen and Terry Litterst.
A quorum existed and Chair Passeri called the meeting to order at 4:36.
All Trustees attending had received and reviewed a draft of the Minutes of the 05-20-2026 meeting.
Following correction of the “Next Meeting Date” in those Minutes to 06-17-2026, Ms. Mashburn moved
approval, Mr. Burke seconded, and the Trustees unanimously approved the Minutes. The Minutes are
now Official Minutes and will be timely and publicly posted.
The Trustees then received and reviewed a draft of the Minutes of the 05-13-2026 special meeting. Ms.

Planning Board (PB) Chair Woody Knight opened the June 17, 2026 Newbury Planning Board
(PB) meeting at 7:00p.m. Knight took a roll call of Planning Board members present: Pete
Paicos, yes; Larry Murphy, yes; Scott Kinter, yes; Steve Mangion, yes. Associate Member Mary
Stohn was not present. Planning Director Kristen Grubbs and Assistant Planner Sadie Woodward
were present.
Opening Statement: Knight announced that this June 17, 2026 Open Meeting of the Newbury
Planning Board was being conducted remotely consistent with Chapter 2 of the Acts of 2025,
which extends the Governor’s March 12, 2020 “Order Suspending Certain Provisions of the
Open Meeting Law, G.L. c. 30A § 20” until June 30, 2027. This Order suspends the requirement
of the Open Meeting Law to have all meetings in a publicly accessible physical location and
allows public bodies to meet entirely remotely so long as reasonable public access is afforded so
that the public can follow along with the deliberations of the meeting. Knight stated that the
Planning Board was convening by video conference via Zoom, as posted on the Planning
Board’s agenda, and provided information on how people could view and join the Zoom meeting
and participate when public comment was invited. Knight then described the ground rules and

Public meeting of the Newbury Historical Commission began at 7:03 pm.
Members present: Channing Howard, Jan Forrest, Lon Hachmeister, Eva Jackman, Rebecca Fuller, and Rich Morin
Members absent: None
Public: approximately 22 people were in attendance.
Public Meeting on 25 High Rd. at Town Hall, in the 2 nd floor meeting room. The meeting began with the Pledge of
Allegiance.
Channing first introduced the Historical Commission members to the public in attendance. This process began with the
HC ’s receipt of building permit from the Building Inspector . Basically, any building older 1830 that may be torn down or
go through extensive renovation must go through this process. There are a number of ways to proceed. (Please review the
DDB on the Town Website for detailed information.)
Channing explained the DDB process to the everyone present, by going through the Chapter 65 Historic Preservation
information. Part of the process is reviewing the changes of the building codes, as many have been upgraded since 25 High
Rd. was built, and there are more restrictions in place in present day requirements. Some cities/towns are replicating with
updated materials to “ replace ” what was there using accepted. We can suggest what will be put there; will it be sold to
