Board of Selectmen Meeting Minutes
Wednesday July 1st, 2026
Present: Chair Bob Blonigen, Selectman Brandon Arsenault, Selectman Chris Wayss,
Community Power Committee Member Don Bly and Assistant Town Administrator
Jeremy Boston.
B. Blonigen called the meeting to order at 6:39pm.
C. Wayss moved to seal the nonpublic minutes from the nonpublic meeting that took
place before this meeting. B. Arsenault seconded the motion. All were in favor.
Community Power:
B. Blonigen said that at the last Selectmen’s meeting the Board had discussed an article

companies to not give rate payers a true bill and defer the costs for later but didn’t
allow Community Power to do the same thing.
D. Bly said that he researched this issue to find out how much Eversource’s rates were
influenced by the creation of Community Power. D. Bly found out that it was “little to
none”. D. Bly said that the utilities can’t control what they charge for the product; they
only control what they charge for the delivery of the product.
D. Bly said that that the PUC changed how the utilities can buy the product. It used to
be that they would negotiate a contract for six months at a time, but recently they
changed it so they had to buy on the “daily spot market”. These prices are set by the
regulators, and the regulators missed the mark on what the price was go …
