I'd like to share some information regarding the new government code regulation that most California cities must comply with for all council meetings effective July 1. Government code section 5495 3.4 requires cities to implement two-way audio visual or telephonic services to all city council meetings. As such, meetings will be run slightly different due to including zoom participants. In-person individuals will continue to submit a speaker card through the sergeant at arms. I'm going to have trouble talking today, man. Individuals participating in the meeting virtually through zoom will need to raise their virtual hand if they wish to speak on consent calendar items or other items on the agenda. And under public comment once I ask if anyone wishes to speak on an item. Callers will be muted until it's time to and their turn to speak and muted after they speak. When I ask if there's anyone wishing to speak, this is the time for individuals using zoom to raise their virtual hand . If using zoom app or website there is a feature that allows participants to raise their hand and if calling in by phone press star 9 to raise your hand. Each person will have three minutes to speak. NORWALK SOCIAL SERVICES COMMISSION
March 5, 2026
Chair Richard LeGaspi called the meeting to order at 6:42 p.m. at the Norwalk Social
Services Center, 11929 Alondra Blvd., Norwalk, California. Commissioners present
responding to roll call were Commission members Scherise R. Acosta, Phyllis Barth,
Angeles Honorato, Marcelle Greenidge, Richard LeGaspi, Natalie LeGaspi, Elfega
Reyes-Castro, Alondra Santos and Angela Tasker. Staff present Social Services
Superintendent Roberto Rivera, and Interim Office Assistant II] Ruth Mares-Ramirez.
APPROVAL OF MINUTES
Commissioner Acosta moved to approve the minutes of the February 5, 2026, regular
meeting. Commissioner Barth seconded the motion, motion carried.
REPORTS
Chair Elections
Nominations were held for Chair and Vice Chair. Commissioner Scherise Acosta was
voted Chair; Commissioner Phyllis Barth was voted Vice Chair.
Angel Project Appreciation — Re-Cap Event Details with Commission
Feedback was discussed, including event flow, food service, seating, and
communication. Staff shared that event improvements are being reviewed for future
appreciation events.
March Social Services Work Month
Staff reported that Social Work Month activities are underway throughout the month,
activities are intended to recognize staff contributions and support morale and wellness.

CITY OF NORWALK PARKS AND RECREATION COMMISSION
January 8, 2026
Chairperson Victor H. Juan called the meeting to order at 6:01 p.m.
Commission members present were Anthony Armendarez, Alejandra Hernandez, David
King, Don Valenzuela, Victor H. Juan, and Briana Martinez. Commissioner Maria Carbajal
and Monique Yanez were absent.
Staff Present included Director of Recreation and Park Services Allan Perdomo ,
Recreation Superintendent Sonia Batres, Recreation Supervisor Maurisabel Camacho,
Recreation Supervisor Pati Garcia, and Office Assistant II Vanessa Piceno.
APPROVAL OF MINUTES
Commissioner Martinez motioned to accept the December 11, 2025 meeting minutes.
Commissioner Armendarez seconded the motion. All in favor.

2025 Artastic Final Event Plan Discussion
Recreation Supervisor Pati Garcia presented the Parks and Recreation Commission an
update on Artastic 2026 . The presentation outlined event activities, staffing needs, and
new program elements. Staff reviewed the Chalk Art Competition, which will include three
age and professional categories and require five judges, with four positions still available.
Judging will begin at 6:00 p.m., followed by the awards ceremony at 7:30 p.m. A sign-in
sheet was passed around to identify those commissioners interested in serving as judges.

PUBLIC SAFETY COMMISSION
November 3, 2025
Chair Legaspi called the meeting to order at 6:01 p.m. in the Council Chambers, Norwalk
City Hall, 12700 Norwalk Boulevard, Norwalk, California. Responding to the roll call were
Chair LeGaspi, Vice Chair Rosoff, Commissioner Apodaca, Commissioner Hoskins,
Commissioner Dr. Rodriguez and Commissioner Greenidge. Also, present was Rita Ruiz,
Interim Director, Veronica Lomas, Management Analyst.
APPROVAL OF MINUTES
Vice Chair Rosoff Commissioner Hoskins motioned for the approval of the minutes of the
Public Safety Commission Meeting minutes that was held on October 6, 2025.

REPORTS
H.O.P.E. Team Presentation
Interim Director Rita Ruiz introduced Public Safety Sergeant Jozeph Ruelas, who
provided an update on the H.O.P.E. Team. Sergeant Ruelas has been with Public Safety
for seven years, serving one year as a part -time sergeant before being promoted to full-
time sergeant, a role he has now held for one year. His previous assignments include
Training Officer, Shift Lead, and various other positions throughout the department.
Sergeant Ruelas shared that he joined the H.O.P.E. Team three months ago and noted
