The meeting of the City of Norwood Financial Planning and Supervision Commission (“Commission”) was called
to order by the Chair at 9:30 a.m.
Members Present
Attendees answering roll-call: Chairperson Nathan Kolenda, designee of the Director of the Ohio Office of
Budget and Management; Victor Schneider, Norwood Mayor; Joe Geers, President of Norwood City Council; Mr.
John Gomez, Designee of the State Treasurer; Ms. Deb Garvey, Designee of County Auditor’s Office; Mr. Brad
Schwartz and Mr. Tom Shepherd, community member representatives; Mr. Chris McCoy, Ohio State
Auditor’s office (filling in for Ms. Anna Mary Thomas, financial supervisor).
Approval and Acceptance of Meeting minutes
Minutes of the March 6, 2026 meeting
Motion was made to accept the minutes by Mr. Gomez and seconded by Ms. Garvey - all others approved by
voice vote. Mr. Schwartz noted that he found typos in the minutes that should be corrected in the future.
Discussion and vote on the 2026 Financial Recovery Plan
The mayor made comments that the plan was approved by Norwood City Council and provided an executive
summary and expressed his thanks to all involved, which he stated was many, to produce this plan.
