Council Regular

The City Council meeting agenda includes two items that are being continued (postponed) to future meetings. A lease agreement for properties on E. 7th Avenue for storing special events equipment is continued to February 6, 2025. A staff report on short-term solutions for rainfall flooding and stormwater drain maintenance is continued to January 30, 2025. The rest of the agenda is not provided in this addendum.

The Tampa City Council approved a $106.8 million design-build contract with J. Kokolakis Contracting for the relocation of solid waste facilities, along with a $130 million line of credit from Bank of America to finance the project. Council also approved a $49.2 million agreement with Axon Enterprise for police body cameras and digital evidence storage, and a $1.65 million agreement with HART for fare-free bus service on Route 1. Several alcohol beverage special use permits were approved, and a rezoning request at 3901/3905 N. Ola Avenue was approved on a 5-2 vote.

Boulevard (4-3 and 5-2 votes). It also denied a rezoning petition for 6225/6241 S. 6th St. and 6322 Selbourne Ave due to insufficient evidence. Several other rezoning requests were approved unanimously, and two items were removed from the agenda due to mis-noticing, one was withdrawn.

The Tampa CRA Board unanimously approved two resolutions: one extending a $350,000 grant agreement with Health Matters Pharmacy West LLC to June 12, 2025, and another authorizing the purchase of three parcels in West Tampa for $3,000,000 plus closing costs for affordable housing. The board also approved a grant waiver for 2301 North Albany Avenue and continued several items, including a report on wheelchair-accessible playground equipment and an affordable housing plan for veterans. All votes were unanimous with Clendenin absent.

A rezoning petition for 4901 and 4903 South Quincy Street was denied in a 5-2 vote due to flooding and compatibility concerns. The Tampa City Council held public hearings and approved first readings of several zoning and development items. The most significant was the Robles Park development agreement and related rezoning (REZ-24-50) for properties on Central Avenue and Lake Avenue, both approved unanimously (with Henderson absent). Other first-reading approvals included special use for air-conditioned storage at 610 E. Zack Street (6-1), rezoning at 5607 N. 30th Street (7-0), and rezoning at 6718 N. Rome Avenue (6-1). Two items were withdrawn (TA/CPA 23-20, REZ-24-21), and two were removed due to mis-noticing (REZ-24-14, REZ-24-15). All second readings and adoptions are scheduled for August 22, 2024.

It will also vote on two required approvals: the West Tampa CRA CAC appointment and a pre‑development grant waiver for a project at 2409 East Lake Avenue.

The Tampa City Council approved a $56,855,530 design-build agreement with The Haskell Company for the Tampa Multimodal Network and Safety Improvements Project, along with a related $26,855,530 budget appropriation, both passing 5-2 with Carlson and Hurtak voting no. The council also adopted numerous resolutions including police and fire vehicle purchases, a $2.5M affordable housing loan, and several rezoning ordinances. A request to vacate a portion of East 5th Avenue right-of-way was denied 5-2.
