Minutes City Council Work Session Meeting Oelwein City Hall, 20 Second Avenue SW, Oelwein, Iowa September 28, 2026 - 6:30 PM Pledge of Allegiance Discussions 1. Discussion on the single hauler fuel surcharge. Jack O’Brien with Kluesner Sanitation provided an overview of their need for a fuel surcharge. O’Brien said the company did not have the surcharge in the contract, but with skyrocketing fuel cost, they are requesting the city council to work with Kluesner. O’Brien said the surcharge would fluctuate monthly based on the cost of fuel. The city council agreed the surcharge was reasonable considering the cost of fuel. The council was grateful for the service with Kluesner. Mulfinger informed the city council that staff would meet with Kluesner and work on a process for implementing the surcharge after a vote was taken by the city council. Mulfinger stated a resolution would be needed to implement the charge. 2. Discussion on the scooter ordinance. Weber was concerned about the safety of children on scooters. Gearhart wants children to have access to scooters, but follow city rules. DeVore provided a sample ordinance to staff. Cantrell said the amount of scooters has only increased. Several city council members were grateful for the helmet requirement. They also expressed the need for some type of training on the scooters. 3. Discussion on the clerk transition. Mulfinger opened by informing the city council the current layout of the Matt property was changed from the original proposal agreed upon in the development agreement. The new property had a two bedroom one car garage in the middle and not a three bedroom, two bathroom, and two car garage. Cannon asked why the layout was changed. Cantrell wanted to be notified earlier by Matt. Cannon said the city could pro-rate the benefit based on the current structure. Cannon was interested in the proposed price for the middle unit. Weber said an adjustment to the economic development incentive was reasonable. Mulfinger asked the council about going back to negotiate with Matt. Gearhart stated that the incentive for the middle should be zero as the middle unit did not meet the contract. Mulfinger advised against providing no incentive for the smaller unit and would reach out to Matt to start a conversation on the incentive.
