COMPREHENSIVE PLAN UPDATE- PUBLIC ENGAGEMENT - DISCUSSION
Commissioners looked at the completed and upcoming public engagement events, to determine where
to go from here. Events included the following:
Ms. Henning explained that t he May 2 event took a lot of planning and consultant time to develop
materials, and a lot of staff time to put on the event, but maybe didn’t achieve much, although people did
mention it was great to see the City presence at the event. She asked c ommissioners if we should put
effort into having a table at the July 4th event? Some commissioners felt like this would be a good event
to be at since the event attracts a lot more people , and it is important to do public engagement . Other
commissioners felt that a lot of people who attend aren’t from Othello. There was discussion about having

hitis Short Plat- Deferrals, Deviations, & Waivers- Recommendation
Othello School District (OSD) started the process to plat the Wahitis Elementary site in 2011, in
conjunction with building the school. Through various staff changes at the city and OSD, and several
platting attempts derailed by Covid and delays at USBR, the plat has never been finalized. In March, OSD
submitted a new application to finish the plat. Deferrals, deviations, and waivers for street and utility
improvements associated with platting were granted in the past but have expired. OMC 16.40 sets up the
process for deferring or waiving street and utility improvements and deviating from the improvement
standards. This process includes a recommendation from the Planning Commission.

COMPREHENSIVE PLAN UPDATE – EVENT AND TOPIC SCHEDULE
Ms. Henning went over upcoming events and asked planning commissioners to consider participating in
some of the public engagement events.
COMPREHENSIVE PLAN UPDATE – COMMUNITY PROFILE (UPDATED)
At the January meeting, the Commission reviewed the Draft Community Profile prepared by our
consultant, SCJ Associates. This document summarizes characteristics of Othello, such as population
growth trends, demographics, economic indicators, and housing. The Commission had some questions
about Table 5, Job Counts by Places Where Othello Residents are Employed, such as whether the figures
included those working in unincorporated areas and those working remotely. Staff and the consultant
have dug deeper into this topic and determined that the numbers presented did not include people
working in unincorporated areas. New information has been gathered, by county, to …

One of the steps of the Comprehensive Plan update is to determine what population to plan for over the
