Motion (RJ) seconded (DT) to open the meeting at 5:05 p.m.
Anna Maria College Infrastructure
Fire Chief Michael Pingitore (MP) shared information regarding the emergency action plan that is in
place for Anna Maria College since announcing its closure.
MP: By law, an emergency order was given to the trustees and president that while the college is still
there, water/hydrants have to remain operational for safety issues. There were still a few people
living there up until last week. There is someone there now who goes through the campus to make
sure everything is as it is supposed to be. A couple weeks ago, there was a fire in the HVAC system
on the roof. (MP) communicates with a liquidation attorney who is handling the property. St. Anne's
water heater let go about 4 weeks ago (emergency repair). Since the property is on market, they
need everything operational. The FD/state can approve a planned closure/decommission, but it has
to be planned ahead of time.

MONDAY, JUNE 22, 2026, 7:00PM
The Special Town Meeting was held at Paxton Center School’s Cafetorium located at 19 West Street.
The meeting was called to order at 7:10 p.m. The Town Moderator declared that a quorum was present.
One hundred and fifty registered voters were signed in by the Board of Registrars and Election Workers.
The percentage turnout was 3.9% of the registered voters of the Town. The return of the warrant showed
that the meeting had been properly posted. Clickers were lent to Paxton by the Town of Rutland and
Rutland’s Assistant Town Clerk, Ben Barakian, ran the software that calculated the votes. The Pledge of
Allegiance was then recited.
Article 1. USDA Loan — West Street Water Main Project To see if the Town will vote to
authorize the Town of Paxton Water Department to borrow up to the total sum of $1,443,000.00 from
the USDA for Water Distribution infrastructure improvements on West Street with the annual
repayment costs of said loan to be paid for through water user fees and/or retained earnings from the
Water Enterprise Fund, or act in any way thereon.
Article 1 was submitted by the Director of Public Works.

6:45 Discussion about chickens, zoning bylaws vs. Right To Farm. Procedures discussed dealing
with official complaints and anonymous informational contacts. Right To Farm means following
generally accepted farming practices. Paxton does not have an Agricultural Commission.
6:45 Animal Inspector preliminary discussion regarding filling the position, postings, and possible
candidates. State training is required, Ashley Kraft from MDAR can assist.
