I. Public Hearing:
The Public Hearing opened at 6:30 p.m.
1. Rezoning Request - 287 Highway 96
A rezoning request was presented by Stream Realty–National Services, LLC, for approximately 190.71
acres located at 287 Highway 96, Fort Valley, Georgia. The applicant requested to rezone the property
from R-AG (Agricultural Residential District) to M-1 (Wholesale and Light Industrial District) to allow for
the development of a distribution center. The property is currently owned by Super Land Holdings, LLC.
The subject property is currently zoned R-AG and is bordered by R-AG zoning to the north, south, and
east. Property located to the west is zoned RR-1 and Multi District. Additional surrounding zoning
includes Multi District and C-1 (Commercial) property to the north and C-2 (Commercial) property to the
east.
The Middle Georgia Regional Commission (MGRC) submitted a Development of Regional Impact (DRI)
review, as the proposed development qualifies as a DRI based on the total acreage and square footage
of the proposed facilities. The DRI report concluded that the proposed rezoning would not create a
burden on existing schools or impact the City of Fort Valley's utilities; however, it would have an impact
on streets and highways as identified in the report.
Following its public hearing, the Peach County Planning and Zoning Board voted to recommend
approval of the rezoning

1. Parks & Recreation Department - 14U Boys Basketball State Champions
Damian Smith, Athletic Director, recognized the Peach Elite 14U Boys Basketball Team for winning the
2026 GRPA Class B State Championship for District 6. Mr. Smith commended the team for their
dedication and commitment, as well as the continued support of their coaches and parents.
He noted that after a challenging loss in pool play on Friday against Thomson-McDuffie, the team
demonstrated resilience and determination, going undefeated on Saturday in Effingham County. The
team secured victories over Bainbridge/Decatur County, Summerville, and Douglas/Coffee County, with
a final score of 50-47 in the championship game.
Mr. Smith expressed appreciation to the recreation staff, coaches, and parents for their time,
dedication, and unwavering support, emphasizing that their contributions are essential to the team’s
success.

The Public Hearing opened at 6:30 p.m.
1. Liquor License Application
Attorney Banter presented a liquor license application submitted by Anaya Anvi, LLC. for a location at
2015 Highway 341, Suite B, Fort Valley, Georgia 31030.
He advised that the County requires a bond in the amount of $1,000.00, and the applicant has secured
a bond in the amount of $5,000.00. The applicant provided fingerprints, financial documentation,
Secretary of State documentation, and met all distance requirements. Attorney Banter stated that the
location exceeds all minimum distance requirements. A site drawing of the property is also required.
Chairman Lewis asked if anyone was present to speak in favor of the request. No one spoke in favor.

The Public Hearing opened at 6:30 p.m.

2. Rezoning Request - Kathryn Willis
Todd Shepherd, Chief County Marshal, presented a rezoning request for a five (5) acre parcel located at
1531 Evans Road, requesting a change in zoning from M-1 to R-AG, so the property would be
contiguous with the surrounding five hundred eighty-one (581) acre tract. Chief Marshal Shepherd
advised that the Planning and Zoning Board has reviewed the request and recommended approval.
Chairman Lewis asked if anyone was present to speak in favor of the request. Ms. Kathryn Willis stated
that she was present on behalf of Evan Glen Farms and advised that the property is the residential
property of Ms. Brenda Evans. Ms. Willis stated that the request is consistent with the County’s
Comprehensive Plan.
Chairman Lewis then asked if anyone was present to speak in opposition to the request. No one spoke
against the request.
Commissioner Moseley made a motion to accept the recommendation of the Planning and Zoning
Board to approve the rezoning of the property from M-1 to R-AG, as presented. Commissioner Yoder
seconded the motion. The motion carried unanimously. The Public Hearing closed at 6:34 p.m.
