The Pickens County Council will conduct a second reading of Ordinance No. 686 to amend the Unified Development Standards for hotels and solar energy utilities. A first reading (title only) of an ordinance to create a Lake Hartwell Overlay District for water quality protection will also be considered. Council members will discuss several goals related to the Unified Development Standards, including lot size requirements, map revisions for District 4, growth balance in District 6, and issues at concert venues.

The Board of Behavioral Health Services of Pickens County held its monthly meeting on Wednesday,
March 11, 2026 at 12:00 p.m. in the BHSPC Board Room at the agency located at 208 East 1“ Ave.,
Easley, South Carolina. All Board Members were in-person.
Item I. Call to Order, Tobias Vogel, Chairman, called the meeting to order, and established that a
quorum of voting members was present.
Item II. Public Input, There was no one present for public input.
Item III. Approval and Adoption.
A. March 11, 2026 Agenda. Jessica Merrill made a motion to accept the agenda as presented.
Ernie Dandeneau seconded. The motion carried unanimously.
B. February 11, 2026 Board Meeting Minutes. Ernie Dandeneau made a motion to accept the
minutes from the February 11, 2026 Board Meeting as presented. Eddie Talley seconded.
The motion carried unanimously.
Item IV. Financial Report, Ms. Farmer referred to Carly Davidson, Director of Financial Services, for
an overview of the Financial Report for January 2026. Ms. Davidson reported that there was nothing
out of the ordinary on the January report. The report reflects that revenues are at 49% of projections,
which is a little behind for this point in the fiscal year. The expenses are indicated at 61%, which is a
little over projections at this point of the fiscal year. Ideally, the percentages should be about 68%. The

Meeting called to order at 5:30 pm. Mr. Patron made a motion to accept the agenda as written. Mr. Aiken
seconded the motion. Unanimous approval.

Mr. Aiken led the invocation and Pledge of Allegiance.
2. Enter Executive Session - S.C. Code of Laws, Section 30-4-70 (A)
Mr. Parton made a motion that only the board move into executive session to discuss the hiring of an interim
director of the Pickens County Library System, until we hire a full-time library director. He noted that the
candidate that they are interviewing has expressed that he does not want the permanent library director position.
Ms. Pinkerton seconded the motion.
Mr. Sams made a point of order on behalf of Dr. Wheeler that the board has not established a process or
voted on how to interview candidates. Mr. Parton asked for a motion for Mr. Sams point of order. The Assistant
Director explained that the Chairman would just need to rule on the point of order, and that there is no need for
discussion, just a ruling of whether you agree or disagree. Mr. Sams stated that Dr. Wheeler suggested that the

Mr. Parton made a motion to move to executive session with only the board, to discuss a personnel
matter concerning the Library Director. Ms. Pinkerton seconded the motion. Mr. Parton, Ms. Pinkerton, Mr.
Kilburn, Ms. Miller and Mr. Aiken voted in favor of the motion. Dr. Wheeler and Mr. Sams voted against the
motion. Motion carried. Mr. Parton dismissed the public, including the Director and Assistant Director.
The board returned from Executive Session at 7:56 pm. Mr. Parton made a motion that the Board of
Trustees terminate the employment of Library Director, Stephanie Howard, immediately. Ms. Pinkerton
seconded the motion. Mr. Parton, Ms. Pinkerton, Mr. Kilburn, Ms. Miller and Mr. Aiken voted in favor of the
motion. Dr. Wheeler and Mr. Sams voted against the motion. Motion carried. The Director, the Assistant

The Board of Behavioral Health Services of Pickens County held its monthly meeting on Wednesday,
February 11, 2026 at 12:00 p.m. in the BHSPC Board Room at the agency located at 208 East 1‘ Ave.,
Easley, South Carolina. All Board Members were in-person, with guests joining virtually.
Item I. Call to Order. Tobias Vogel, Chairman, called the meeting to order, and established that a
quorum of voting members was present.
Item II. Public Input. There was no one present for public input.
Item III. Approval and Adoption.
A. February 11, 2026 Agenda. Jessica Merrill made a motion to accept the agenda as presented.
Pam Winters seconded. The motion carried unanimously.
B. January 14, 2026 Board Meeting Minutes. Pam Winters made a motion to accept the minutes
from the January 14, 2026 Board Meeting as presented. Tracie Freeman seconded. The
motion carried unanimously.
Item IV. Financial Report. Ms. Farmer referred to Carly Davidson, Director of Financial Services, for
an overview of the Financial Report for December 2025 and the Profit and Loss Statement covering the
period July through December 2025. Ms. Davidson reported that any revenues from the sale of Pickens
Properties and investments have been removed from the reports so that a clearer picture of operational

County Council met in regular session, in the Auditorium of the County Administration Facility,

up to speak. He gave a brief overview of Agenda Item #11, stating the item has nothing to do with the

Meeting started at 3:01 pm. Ms. Pinkerton, Mr. Aiken, and Ms. Miller of the Policy Committee were in

1. Motion to accept changes in Constitution Article V
Ms. Pinkerton explained that the phrase, “Secretary-Treasurer,” in the Board of Trustees Constitution article
V needs to be updated to separate the offices of Secretary and Treasurer and include the line “The Treasurer will
work with the Director on the annual budget” explain what the Treasurer does. Ms. Pinkerton made a motion to
accept the updates to Board of Trustees Constitution article V as written and bring them to the Board to vote on.
Mr. Aiken seconded the motion. Unanimous approval.

1. Discussion of PCLS FY27 Budget Proposal
Meeting started at 10:31 am. The Director, the Assistant Director, Mr. Kilburn, Dr. Wheeler and Ms.
Pinkerton were present at this meeting.
Mr. Kilburn wants an overview of Munis System and to know who enters the information in Munis. The
Director explained that the Finance Director (Ralph Guarino) and herself enter information into Munis. The
library typically does not know what the budget is until the Finance Director enters it in Munis and then the
board must move things around to suit the budget. The Director mentions that the board should oversee the
budget. The Director has asked the County Administrator (Ken Roper) to have the County Budget
Committee (Ralph Guarino - Finance Director, Alison Fowler – Assistant Administrator, Samantha Greer -
HR Director and Dirk Ishiwata - Project Manager) to give the library a percentage or an amount to adjust
the budget and allow the library board to decide where funds are allocated.
Mr. Kilburn clarified that the library board will submit a preliminary budget to county and then county

Ms. Pinkerton discussed updating the Board of Trustees Constitution article V phrase “Secretary-Treasurer”
to “Secretary and Treasurer” and include a line that explains what the Treasurer does. She suggested “Treasurer
will do audit with the director for the budget.”
The Director explained that whatever changes you want to make to the constitution and the by-laws, it will
have to be sent out two weeks before the board meeting.
Ms. Pinkerton also suggested changing the by-laws article IX “July 1 to June 30” to “January 1 to December
31” to align with the term limits for the board members. Mr. Aiken and Ms. Miller agreed with the change to
“January 1 to December 31.”

BOARD MEETING MINUTES
JANUARY 14, 2026
The Board of Behavioral Health Services of Pickens County held its monthly meeting on Wednesday,
January 14, 2026 at 12:00 p.m. in the BHSPC Board Room at the agency located at 208 East 1** Ave.,
Easley, South Carolina. All attendants were in-person.
Item I. Call to Order, Tobias Vogel, Chairman, called the meeting to order, and established that a
quorum of voting members was present.
Item II. Recognition of 2025 Service Award Recipients. The Board recognized the following staff
members as service award recipients in 2025. Deanna Calhoun, Director of Administrative Services, for
5 years of full-time service, plus 4 years of part-time service; Jessica Gibson, Director of Prevention
Services, for 10 years of service; Jennifer Talley McAlister, Director of Child and Adolescent Services
for 15 years of services; Tracy Wade, Administrative Specialist in the clinical financial area, for 25
years of service and Roslyn Holcombe, Director of Human Resources, for 35 years of service.
Item III. Welcome New Board Members: Dr. Amanda Merchant and Dr. Eddie Talley. The
Board welcomed Dr. Amanda Merchant and Dr. Eddie Talley, who recently were appointed as Board
Members by County Council. Dr. Amanda “Mandy” Merchant is a retired pediatrician, who worked
with lots of children with behavioral issues. She stated that she loves to stay busy being involved in the
communit

Council approved first reading of joint industrial park ordinance with Oconee County
The Pickens County Council held its regular meeting, approved the minutes from November, and discussed several administrative updates. The body took first‑reading action on an ordinance to develop a jointly owned industrial/business park with Oconee County (Project Broadway). It also adopted the 2026 Employee Handbook with amendments and approved the 2026 Council meeting calendar.

December 1, 2025
6:30 PM
County Council met in regular session, in the Auditorium of the County Administration Facility,
with Chairman Alex Saitta presiding. Final agendas, bearing date, time, and location of meeting were
emailed to members of council and local news media on November 25, 2025. The agenda was posted in
the lobby of the County Administration Building and on the County website the required length of time.

attendance. Councilman Dale Holloway led the invocation, and Mr. John L. Rainville, Senior Army
Instructor at Pickens High School JROTC, and JROTC students, led the Pledge of Allegiance.
PUBLIC FORUM:
Chairman Alex Saitta opened the Public Forum and requested the Clerk to call upon the citizens signed
up to speak.

Dr. Wheeler welcomed new board members and congratulated returning board
members and recognized those who continue to serve their current terms.

Dr. Wheeler reviewed the procedure for the nominations and election.
Dr. Wheeler reviewed the roles of each of the officers.
Dr. Wheeler called for the nominations of the officers in order.

Mr. Parton stated if he was elected, he would be glad to serve. Dr. Wheeler commented
that he had served as Treasurer and Vice-Chair and played an active role in the revisions
to the Materials and Reconsideration Request policy, the Youth Application form and
amendments to the bylaws. Dr. Wheeler continued, stating that he thought he had been
diligent in reading all of the books to be reconsidered and has interacted with the State

Council considers moratorium on RV parks, solar farms, and major subdivisions
The Pickens County Council will hold second readings for several ordinances, including a permit moratorium for specific developments and the creation of a Resilience Commission.
