Pledge
1. Call to Order - Roll Call
Mayor McClure called the meeting to order with the following in attendance:
Commissioner Adams, Vice Mayor Ogle, Commissioner Watts, City Manager
Wear, Assistant City Manager Brackins, City Recorder Clabo, Assistant Finance
Director Baiamonte, and City Attorney Rowell. Commissioner Whaley was
absent.
Mayor McClure opened the meeting and Vice Mayor Ogle led in the pledge of
allegiance.
2. Approval of Minutes
On a motion by Commissioner Watts, second by Vice Mayor Ogle, it was
unanimously approved to accept the minutes as presented.
3. Public Comments from Citizens
Mayor McClure asked if there were any comments from citizens. There were
none.
4. Bill Authorization
The authorization for the payment of bills was presented for approval. On a
motion by Vice Mayor Ogle, second by Commissioner Adams, it was unanimously
approved to accept the bills as presented.

5. Ordinance No. 2026-1194 — an ordinance to amend Ordinance No. 2025-1185
annual appropriations for fiscal year 2025-2026 - Second Reading — Dennis

A. Review and discuss the city's participation in the Tennessee Consolidated
Retirement System.
Justin Ball, TCRS, presented several options for enrollment in TCRS to the board.
Following discussion, council generally agreed to put on upcoming agenda for
discussion and consideration.
B. Review and discussion of a proposal from SITE Concepts for a cell phone tower
to locate on city property — Eric Brackins
Assistant City Manager Brackins presented the tower site proposal to the Board
of Commissioners.
Following discussion, council generally agreed to have SITE Concepts work with a
business in the private sector.
C. Review and discuss a proposal to abandon ROW on Teaster Lane
City Manager Wear presented the proposal to abandon ROW on Teaster Lane.
Dixon Greenwood, the landowner, was in attendance and addressed the board.
Following discussion, council generally agreed to put on upcoming agenda for
discussion and consideration.
Other
Police Chief Catlett discussed a K-9 that the City owns and appears to have behavioral
issues that may not be best suited for our City. He would like permission to sell K-9 to
another municipality and find a replacement that is a better fit.

Commission to vote on FY 2026-2027 budget, tax rate, and annexation of Fairbanks Property
The Pigeon Forge City Commission will consider and vote on the annual budget and tax rate for FY 2026-2027, and hold a public hearing on annexing the Fairbanks Property (Tax Map 082, Parcel 142.01). Other items include approving contracts for the Douglas Lake Raw Water Intake Project, police equipment purchases, trail design, and mutual law enforcement assistance for the Great Smoky Mountains National Park.
