Mark Garton, Polk County Sheriff, provided a department update to the Board. Sheriff
Garton went over a handout he created for the Commissioners and it highlighted the
public safety levy reauthorization that is coming up, and overview of the first quarter in
2026, year over year comparisons (2025 v. 2026), year over year for the jail and
corrections operations and key takeaways and their commitment to the public. Sheriff
Garton stated that what this report shows is that their bookings are up, but the things
they cannot control, like court processing and releases are down. Sheriff Garton also
talked about their staffing levels. Sheriff Garton stated that their new dog control shelter
is being used and it was housing

UnCha Kim & Judge Campbell, Polk County Circuit Courts, were present to discuss the court
security changes coming to the Polk County Courthouse building beginning June 1, 2026. The
Board of Commissioners asked them to be here because these changes will affect the entire
building and not just the courts. Mrs. Kim gave some background information about this court
security project and that it started before she started working here a few years ago. Mrs. Kim
stated that in 2024 the OJD were granted funding to be distributed state wide to increase court
security for courthouses, but they had one stipulation that the money could not be used on

5. POLK COUNTY PUBLIC WORKS UPDATE
Todd W hitaker, Public Works Director, provided an update to the Board on what projects his
department is currently working on. Mr. Whitaker talked about the chip seal phase 2/patch paving
that will start to happen on some of the county roads, some contract renewals with patch paver will
be coming through soon. Next, Mr. Whitaker talked about their plans to improve safety at Roger
Road and explained how they plan to do that with the project beginning its design phases this year.
Mr. Whitaker talked about road maintenance that will occur on the back part of AR -5 Road. Next,
Mr. Whitaker went over their plans for striping and safety improvements. Mr. Whitaker talked about

the Salem Airport. Next, Mr. DeHart talked about the amount of funding different airlines are saying they need
in order to step in and take over where Avelo left off. Mr. Hay shared a personal experience of how he recently
booked a flight out of Eugene to Arizona and that it was cheaper than going to PDX and he agrees that there

1. At 9:00 a.m., Commissioner Pope declared the Tuesday meeting of the Polk County Board of
Commissioners in session and led the Board and attending audience in the Pledge of Allegiance.
Commissioner Mordhorst and Commissioner Gordon were present.
2. COMMENTS (for items not on this agenda):

SECONDED TO APPROVE THE AGENDA
ALL VOTED YES.
