Thank you. Clerk, please call the roll. Let the record reflect that a quorum of council members and agency members are present. Council member Stewart absent. Thank you. I also want to note that we have a close session today. So we'll proceed with our open session, a regular city council meeting. Please stand with me for the pledge of allegiance. Thank you. We're going to begin today with a presentation to Sir Winston and his delegation, inviting them to the podium here to receive a proclamation. And I will read it when I'm down there. Round of applause. The first thing I'd like to say before reading the Dog Mare Proclamation is that Sir Winston and I ironically weigh the exact same amount. It's a little disturbing to me. All right. Whereas the 2026 animal mare race was the most successful of its kind in Coronado history, with 10 candidates and their supporters raising more than $ 45,000 for the care and second chances paws of Coronado provides to animals in need. And whereas Sir Winston, a 225-pound English mastiff, campaigned as a gentle giant for a small town on a platform of all drool, no drama, I had a similar one, and has delivered in full on both halves of it. And whereas on July 6, 2026, paws of Coronado announced that Sir Winston had received 1,470 of the 7,440 votes cast , defeating eight canines, one cat, one frog, and earning a mandate roughly the size of himself. And whereas Sir Winston belongs to Geordie and Shannon Harrison, that's not Geordie, a military famil …

Good afternoon. The July 21st, 2026, 4 p.m. regular meeting of the Coronado City Council is called to order. Clerk, please call the roll. Let the record reflect that all council members and agency members are present. Thank you. And from our closed session we just emerged from, we do not have any report out today to the public. So we'll go ahead and proceed with this meeting. Please stand for the Pledge of Allegiance. Thank you. We don't have any ceremonial presentations today. So we'll move forward with our consent calendar. Council Member Stewart, are there any items from the regular agenda you'd like to add to the consent calendar or remove from the consent calendar for separate discussion? Yes. Thank you, Mayor Duncan. I'd like to pull, I'd like to place on consent 8C to extend the local emergency. And I would like to pull 4J on ADU plans. I understand that there's a presentation to answer some questions on that. All righty. Noted on both of those. Council Member Downey, anything? Council members, anything else to add? All righty. Any members of the public have any items they would like us to pull from the consent calendar? Okay. Mayor Duncan, we have one public comment on an item. Actually, it's on item 4J. So please disregard. Sorry. Okay. Yeah, we'll go ahead and take that public comment when we get to the matter after the consent calendar. All right. So is there a motion for approval of the consent calendar set forward with the one removal and the one addition? Move a …
