The Board of Commissioners held its Regular Meeting in the Board Meeting
Room of the Historic Courthouse, 153 Courthouse Road, Currituck, North
Carolina. Chairman O'Neal called the meeting to order at 6 PM.
1. Invocation & Pledge of Allegiance
Pastor Simmons attended to offer the Invocation and lead the Pledge of
Allegiance.
2. Resolution and Recognition Honoring the Service of Commissioner
J. Owen Etheridge
Commissioners recognized the service of Commissioner J. Owen
Etheridge, who recently passed, with a reading of a Resolution honoring
his contributions to the county and its citizens as a longtime
Commissioner. Each Board member read a portion of the document,
followed by a motion to adopt by Commissioner McCord. Commissioner
Angell seconded the motion and the Resolution was unanimously
adopted. Each Commissioner said a few words of remembrance, and
Commissioner Etheridge's wife and family were present to receive a
framed copy of the Resolution and a Currituck County flag in his honor.

1. Moyock Regional Wastewater Update and Early Works #2
The Board of Commissioners met at 5:00 PM in a Work Session to receive
a status report on the Moyock Regional Wastewater Treatment Plant and
to review the Early Works Package #2 that would allow work on the
system to proceed. Chris Myers of TA Loving and Shelby Hughes of
Kimley Horn attended. Ms. Hughes updated Commissioners on current
design and construction activity and funding options and noted $1 million
was able to be returned from construction of Early Works Package 1.
Commissioners received information on Early Works Package #2 and
steps through system expansion were reviewed. Treatment and disposal
capacities, improvements, and timelines were presented with a budget
table and cost estimates. Design will be completed by 2027.
Ms. Hughes and Mr. Myers answered questions regarding capacity and
potential for ongoing use of the existing mobile treatment plant, new plant
technology, environmental compliance, and system connections. Ms.

Court decision affirming that occupancy tax revenues may be used for law
enforcement and public safety purposes when tied to tourism. He provided
recommendations to help avoid future litigation, including documenting the
justification for expenditures and incorporating supporting language into
budget documents. The Board thanked Mr. Geis for his representation and
guidance.
Travel and Tourism Director Tameron Kugler presented highlights of the
tourism marketing plan included in the proposed budget, including website
enhancements, advertising campaigns, and promotional partnerships. She

Commissioners, reviewing the county's unique challenges and

breakdown of budget percentages for public safety, education, and
general government operations. Enterprise funds budgets and the capital
improvement projects were reviewed.

1. Work Session - 4:30 PM
1. Zoning
The Board of Commissioners held a work session at 4:30 PM for a
presentation on county zoning from Planning and Inspections Director
Jennie Turner. Ms. Turner explained zoning's purpose, which is intended
to separate incompatible land uses, and reviewed tools used to guide
county development such as the Unified Development Ordinance (UDO),
Land Use Plan (LUP), and zoning maps. She reviewed the history and
evolution of the LUP developed with input from a community-based
steering committee. Ms. Turner emphasized that zoning decisions should
not be based on personal preference, but align with the LUP and UDO,
adhere to thirteen established rezoning standards, and be consistent, fair,
and legally defensible.
Ms. Turner provided an overview of commercial zoning districts, including
General Business, Light Industrial, and Heavy Industrial, and distributed
materials outlining permitted uses in each. Commissioners asked
questions about specific business types and zoning classifications. Ms.

The Board of Commissioners held a Special Meeting in the Board Meeting Room
of the Historic Courthouse, 153 Courthouse Road, Currituck, NC, to consider
Commissioner J. Owen Etheridge's request to extend his leave of absence from
the Board of Commissioners. Chairman O'Neal called the meeting to order at
4:30 PM.

Owen Etheridge
Chairman O'Neal read Commissioner Etheridge's request for an extension
of his leave from the Board of Commissioners through December 7, 2026.
Following a brief discussion, Commissioner Rose made a motion to
approve the leave of absence extension as requested by Commissioner
Etheridge. Commissioner Angell seconded the motion. The motion
passed, 6-0.

2. Old Business
The MedAssist mobile unit was very successful with 737 Currituck residents
served. 108 of those served were uninsured. The senior center was able to help
25 home delivered meal clients take advantage of the program as well. Currituck
had 63 seniors enroll in Albemarle Seniors Games this year. The Senior Games
Pickleball Tournament was held in Chowan County. Jennifer Cabe with the
Department of Health & Human Services was here in March to provide free
hearing screenings and provide information on programs to assist with getting
