Thank you. Hi, I'm a little bit. Thank you. trust, trust, trust, you know, Thank you. We all know, Let's get you. on the green belt or anywhere else. It simply allows Bark for a Park to begin gathering the professional, financial and operational information that the council and the community need to make to make informed decisions. The MOU and the proposed green belt ballot measure are also two separate things. The ballot measure would allow Hermosa Beach residents to express their support for or opposition to permitting off-leash dog activity on a defined portion of the green belt. Even if the measure passes that would not automatically approve or build a dog park. A proposed park would still require designs, public input, environmental review, funding and future council approval. We have heard from residents who oppose a dog park on the green belt as well as residents who believe that there just aren't still many, there are many unanswered questions. This will work, this work that will be done under this MOU is intended to address those questions, not bypass them. In May the council directed that two potential locations be studied, Valley Park East and a portion of the green belt, green belt south of Pierre Avenue. Bark for a Park offered to fund and lead that work under the city's direction. The MOU will allow us to begin work that work. To develop realistic designs and accurate cost estimates, we need access to city departments and permission for qualified professionals, …

Thank you. All right. Thank you. We're going to have a speaker cards. Thank you. for discussion. So, thank you. I want to define the standard that I'm using. So minutes exist so that a member of the public, just who wasn't in the room, can read them and understand what actually happened and know what the board decided. And I just, I don't think these minutes meet that bar. And I just wanna briefly walk through two examples. I promise I'm concise here. So two examples. I have a couple of substantive concerns about how the minutes were prepared. For example, item six notes that board member Williams asked a question about the vote on Vice Chair Wolf's appointment and requested that the vote be reflected in the minutes, but the vote itself was never actually recorded anywhere in the documents. Just another example, items seven A and seven B, both state that a motion was made and carried, but neither includes a roll call vote. While item six A in the same set of minutes does include one. So in addition to these kind of substantive, these are just examples. So in addition to these kind of substantive examples, there's other issues of consistency and formatting that, I don't wanna get in the weeds today, because it'll be a mess if we try to do this by voice. So I'm offering to sit down with the staff after the meeting and just to go through the minutes in detail, so we can bring back a clean, complete set that uses a consistent format that we can just replicate for other meetings. …

Thank you, Brian. Do any of the commissioners have any announcements regarding city events they'd like to share? I went to the beach cleanup, and Lisa and some of the other team, Kaylin was there, and it was with Mayor Detoy south of the pier, and it was really fun. I ended up getting about three and a half pounds of trash up and down the street, cigarette butts, plastic. Someone even turned in a chair, like the back of a chair that someone had left. So it was a really good event. And people were very thankful that we were picking up things, and they were high-fiving us and telling us thank you. So thank you to the team and everyone who set that up. A couple things. I think that's a good point. Mayor Detoy, I th …

Music playing. over time. So what I believe Lisa is getting at here is that these positions will still be doing what they are doing, but they will be doing more for the department that has evolved over the last two to three years as well. But it's evolved partly because maybe the film revenue wasn't there. I mean, I'd like to be up front if that's the case. Well, it seems to me that those are issues that are more in the bailiwick of the city council itself. Correct. Our job here is simply the specifications for the class so that people can be hired into the class who have the appropriate background and abilities to perform the job that's been assigned to them. That is correct. I totally disagree with that. I think that in this case, respectfully , I think in this case, we have two positions that are changing very radically. If you look at the new job descriptions, the part that's special events and film licensing is one line compared to probably 10 or 12 lines of other responsibilities that touch every area of parks and rec. And so to me, this should be a new position for budgeting purposes that should be disclosed to the city council for two new positions, not, I mean, this is a total change of job description, a job title from filming and special events to now their recreation, whatever they are. Well, but again, the city council has the responsibility for allocating positions to the department. It can cut them out , it can increase them, it responds to the department's req …

Music playing. Is everybody ready? Yep. All right. Good evening. I'll call to order the June 2nd, 2026 meeting of the Parks Rec Advisory Commission at 6 o'clock. A Pledge of Allegiance. I'll call to the Pledge of Allegiance. Put your hand on your hand on your hand on the Pledge of Allegiance. the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. All right. Roll call. Amari? Commissioner Tellis? Here. Commissioner Warner? Here. Commissioner Maroney? Here. Vice Chair Horowitz? Chair Elman? You have a quorum. Thank you. Okay, before we get started, I was wondering if one of the commissioners would like to see about supporting a motion to move the director's report to take place following public comment. The reason is the director had some updated information pertaining to the user fee study and the department budget that may be beneficial to have us listen to prior to that. I'll make a motion. Thank you. A second? I'll second. Great. Amari? Voting is now open. Oops. Voting is now closed. Motion carry 5-0. Thank you. Next announcements. Upcoming events. If you don't mind, can I start? Sure. I would just like to take a moment and wish my granddaughter happy birthday. There's a party going on and I'm missing it. And I wanted Brooklyn Betty to understand that I'm sorry to miss your party. But happy 9th birthday and Yaya loves you. Thank you for putting up with me tonight. And now Senior …

Thank you. the city budget has been generous enough to secure some funding for the program. And out of that, we also gave a little stipend to the businesses, $300 to each of the businesses. In addition, I would help the businesses with the grants because the state offers $1,000 grants, energy efficiency grants, and this year we had three businesses receive the grant. And one was Gitana, and they got $1,000 for a new AC unit, which they didn't have any AC in that little tiny... I'm sure most of you have been there, but it gets very hot in there despite being close to the beach. So they were thrilled to be able to have the AC unit. In the source, we got them a $1,000 grant for lighting and HVAC upgrades. And Lucky 7 got $1,000 for a new oven. So these are little things that we give to the program, which, by the way, if the COG were to take it over, this would not be an option. Grants are not an option for them. We've also given businesses something money can't buy, which is recognition through personalized social media campaigns, plus the state marketing toolkit, and, of course, recognition like this. So I just wanted to say this is most likely possibly our last recognition ceremony. And I think, as you know, the program's personalized service is at risk of ending, which would be a big loss to our businesses. It's the only city program that directly supports local businesses and helps the city meet state mandates on recycling, organics, and stormwater. It delivers an outsized r …
