CALL TO ORDER AND ROLL CALL
The special meeting of the Upland City Council was called to order by Mayor Bill Velto at
5:02 p.m. in the Council Chamber of the Upland City Hall.

ORAL COMMUNICATIONS
Dori Ferranto, Upland Chamber of Commerce Chairman of the Board, thanked staff for
incorporating their suggestions into the ordinance, but stated they are opposed to the
proposed business license reform measure.
Lois Sicking, spoke in opposition of the business license reform measure.
Jim Flock, Upland, spoke in favor of putting the business license tax on the ballot.
Andrew Behnke, Upland, spoke in opposition of the business license reform measure
and stated that it is a difficult time for businesses.
Francisco Olivares, Ontario, provided information on the City of Ontario business license
tax.
Rob Perhamus, Upland, spoke regarding past decisions of Council.
Dan Richards, Ontario, stated that Upland had not updated its business license tax since
the 1990s and it needs updating; and compared sales tax …

The special meeting of the Upland City Council was called to order by Mayor Bill Velto at
4:30 p.m. in the Council Chamber of the Upland City Hall.
