30 p.m. and I call this meeting to order. Please stand and we will recite the Pledge of Allegiance. Good evening everyone. This is a regularly scheduled meeting of the Winona City Council. I do not have any comments tonight. I will pass along to City Manager Chad Ubel. Mayor and Council just wanted to update you and the community that the city uses what's called a SCADA system to monitor our wastewater and water systems. Last week you likely are aware that communities across Minnesota experience issues with their SCADA systems. The City of Winona has reviewed, along with the Joint Cyber security Advisory Group, the prescribed mitigation plan presented by that group and have implemented all recommended steps. We did not experience any disruption or notice any abnorm alities within our SCADA system prior to the notice, nor since. Staff will continue to monitor the system for any abnorm alities. As of this morning, we are confident our system is in good standing and has not been compromised. I'd also note that we did have a little bit of an issue with our software system putting together the agenda tonight. And Mayor, once you call roll, I'll ask for you to ask the Council to add an item regarding the Winona Bolt Club agreement for a presentation. Very good. Thank you. Good evening, everyone. This is a regularly scheduled meeting of the Winona City Council. This evening, I do not have any comments, and I will pass it along to City Manager, Chad Uval. Mayor and Council just wanted to start that, some discussion. We, for the record, city staff has met with Mr. McRoot regarding a proposal for a public safety facility. Former Community Development Director, Lucy McMartin, and I met with Mr. McRoot this past spring. Although there was no formal proposal presented, we did spend some time with Mr. McRoot on his thoughts on how the city should construct a public safety facility. When Lucy and I met with Mr. McRoot, we explained that if the city was to use the $7.5 million we've received from the state, that there would be rules that we would have to follow based on Minnesota Management and Budget Department and Minnesota deed regulations. And that likely would include a leaseback provision, and that leaseback provision may not qualify with the $7.5 million grant. However, Minnesota Management and Budget Department rules would 100% be included in any kind of agreement that we would have if this proposal would go forward. If we wanted to forego the $7.5 million, Mr. McRoot would have to show how he could build a building for less than what BKV was proposing and show that amount and add $7.5 million back, because that is the proposed taxpayer savings that would no longer be realized. and for tourist rentals. No further comments from the Commission.
Stacy Owecke, of 266 Kansas Street, thanked the Commission for addressing the
housing shortages by limiting non-owner-occupied tourist homes. She expressed is

We've got a packed house because we've got some state
championships
that we've got to recognize tonight, which I love.
Before I get into that, I do want to quick make a comment
or a notice about an upcoming event at the library.
On June 27th, we will have Patty Wetterling,
who is a children's safety advocate,
mother of Jacob Wetterling, if you're old enough to
remember.
She will be speaking at the Winona Library on June 27th,
so look out for that.
Now, a couple here.
We're going to start with Winona State and Devin.
At this time, I would like to recognize and congratulate
Winona Senior High School senior,
Devin Filson, for his achievements in the Class 2A State
Track and Field Championships,
held June 5th and 6th.
This is the third year I have the honor of recognizing De
vin for his success at the state meet.
This year, Devin succeeded in obtaining four state
championship titles in the 100, the 400,
discus throw, and shot put wheelchair events.
In total, Devin finished his career with 20 state medals,
including 14 gold,
and currently holds the state record in shot put and discus
