Conway Planning Board Minutes Monday, Aug. 31, 2026, 7 p.m. Town Hall General Purpose Room Attending: George Forcier, chair; Jeff Lacy; Phyllis Craine, Lara Matta Moebius. Absent: Cheryl Case. 1. Minutes of Aug. 6 and Aug. 11 meetings approved unanimously. 2. Battery Energy Storage System bylaw idea: Jeff is to get a clean copy of the state’s model bylaw regulating BESS installations, localize for Conway and present to the board at a future meeting. 3. Discussed possible ideas for a fall special town meeting: It seems increasingly unlikely that we will have a proposed BESS bylaw or revised shared driveway revision ready this fall. More likely ready for a fall town meeting would be zoning bylaw changes concerning: definition of dwellings, removal of a vestige of the old ADU bylaw in Section 41.1; and a ban on data centers. 4. Jeff has scheduled a site visit to the Boyden farm Sept. 2 in connection with the Roaring Brook Road solar farm proposal to get a better idea of posse be locations of the equipment pad. 5. Board discussed a request from the Whittier family on Hamilton Drive for a waiver to the siting distance of a detached state protected accessory dwelling unit. The board needs additional info to work out how to proceed with what is a new state mandated process. Chair will seek that info and get back to the board. The one at Conway Grammar School is not actually ADA compliant because of the location. Everybody take a look and try to find a better site. It can’t be on the school playground area and it can’t go back by the pickleball courts, because youth sports is primary need. New Business • National pickleball day party – celebrated on August 4th. Jan purchased the food for the party and requests reimbursement of $127.43. Jim and Mark moved the griddle back to the ballfield shed from the pool shed. Motion from Jim to reimburse Jan $127.43 for the food, seconded by Julie, voted unanimously to approve reimbursement. • New pickleball court opening day party – court is scheduled to be complete by Sept. 30th.
