Conway Planning Board Minutes Monday, Oct. 8, 2026, 6:30 p.m. Town Hall General Purpose Room Attending: George Forcier, chair; Jeff Lacy via Zoom; Phyllis Craine, Lara Matta Moebius, alternate member Jennifer Mullin, Cheryl Case. Also, the board’s engineering consultant Chris Chamberland, BlueWave representative Stephen McDonough and Weston and Sampson engineer Melinda Costello. 1. Minutes of Sept. 15 meetings approved unanimously. 2. Board notified an Accessory Dwelling Unit site plan review request from the Whittier family on Hamilton Drive has been withdrawn. Nonetheless, the board will develop a “site plan review light” process for site protected ADUs. Phyllis will prepare a draft version of the current site plan review process ahead of our next meeting. 3. At 7 p.m., the seventh session of a public hearing for a special permit for BlueWave agri-voltaic solar farm on Roaring Brook Road. There was discussion of BW’s latest modification to its proposal — moving the equipment pad to behind the Boyden Farm’s dairy barns and addition of screening just north of the pad. Jeff asked that BW also add some screening to the south. George asked BW to restore screening near the intersection of Route 116 and Roaring Brook Road, which it had removed when it moved the equipment pad, saying they thought that screening was just to mask the equipment pad.
