Structure Special Meeting. The meeting was held at the Roscommon County Municipal Building , 500 Lake
Street, Roscommon , MI 48653. Chair Darlene Sensor called the meeting to order at 11 :0 1 a .m.

Houghton Lake
A. Delegated Authority Update – Working land swap with MDNR. Gates are still open due to high water
levels. Commissioner Wolfsen plans to meet with one of the property owners regarding an easement.
The property was not properly prepared and could cause problems. The new structure could cause
encroachment on property, so he will meet with the home owner.
Lake St. Helen
A. Delegated Authority Update – All gates are closed. Public access to the structure is a concern as they
have n o control of the access to the structure . The property is deeded to the property owners of the
subdivision. The s tructure is not ADA compliant. Currently, the structure site has a lot of public use.
Commissioner Wolfsen notes access is pretty safe, but liability is the greatest concern. The Board had

The Board discussed water level management and engineering updates for Houghton Lake, Lake St. Helen, and Higgins Lake. Commissioners reached a consensus to prohibit public access to the Houghton Lake structure due to safety concerns. The Roscommon County Board of Commissioner’s met on Wednesday, May 13, 2026 for a Lake Level Control
Structure Special Meeting. The meeting was held at the Roscommon County Municipal Building, 500 Lake
Street, Roscommon, MI 48653. Chair Darlene Sensor called the meeting to order at 11:45 a.m.
The Pledge of Allegiance to the Flag of the United States of America was recited.
Present: Kim Morley, Rex Wolfsen, Marc J. Milburn, Darlene Sensor
Absent: David Russo
Motion by Milburn, Second by Wolfsen, to approve the Board Agenda.
On Roll Call: Ayes: Sensor, Wolfsen, Milburn, Morley. Nays: None. Motion Carried.
Public Comment: None
Houghton Lake
A. Delegated Authority Update – A meeting is set up with Prein & Newhof prior to permit application.
Keeping data logs on all three structures since beginning of May. An email was received from DNR;
they use Hyfi for measuring, and the numbers are off. The DNR sent a survey crew and
acknowledged they are not maintaining at the correct level. The DNR are using 88 datum, and the
county is using 29 datum. Another meeting is being set up. DNR has no intention of inserting any
stop logs at this time. Upon visiting the structure, safety is of high concern, and Commissioner
Wolfsen and Chair Sensor feel that public access should be eliminated. It poses a danger to the
public and the structure. Discussion occurred on how to enforce that. Consensus is no public access
during construction, and moving forward.
