Members Present: Tracy Moore Jody Early Joey Dickson William Bryant Greg Horton Ronnie Collins Others: Michael Watson Crystal Adams Felecia Bowman CALL TO ORDER Mr. Dickson called the meeting to order at 6:00 p.m. Mr. Collins lead in invocation. Mr. Early lead in pledge. FY27 SCHOOL / COUNTY BUDGET Mr. Moore thanked Mr. Watson and Ms. Bowman for stepping in and helping with the budget. I also want to thank Justin, I know he is no longer an employee, but he worked hard to get the county in the shape it is in. The recommendation from the budget committee, one of the things I know this board has been adamant about giving back to the citizens of this county and doing everything the can to number one be transparent and being responsible with the taxpayer dollars. I know this board has always been interested in doing countywide trash collection for our citizens and I think if the board sees fit this is the year they need to do that as a free service to the citizens of the county. With that budget also work with the CIP and County Administrator to move forward with some grading over a phased project to start the EMS Building. I also want to thank Mr. Early he has worked hard on this and I am sure he has a few things to add. Mr. Moore lead in prayer. SCHOOL BOARD BUDGET PRESENTATION Mr. Huff told it is a pleasure to come share what is going on with the school system. We appreciate all the support you have given us, not just this year but in all the years prior. The School Operational Budget was reviewed with budget goals, challenges, and achievements. Capital Improvement Projects were discussed and what may be needed in the future. Mr. Moore asked about the through process for why the state and federal funding is not coming through. Mr. Huff told there is a lot of speculation on that. On the federal side, I think we have all seen the elimination of the Department of Education. The current administration is looking to downsize that and now they are talking about student loans going over to the Treasury and I think they are trying to phase out that Department of Education. That really scared us at first because we could see a lot of our funding being in jeopardy and it was for a little while. There was enough outcry from the state to say that we depend on that. January 15, 2026 The Carroll County Board of Supervisors held a joint meeting on January 15, 2026, in the Carroll County BOS Meeting Room. Members Present: Tracy Moore Jody Early Joey Dickson William Bryant Greg Horton Ronnie Collins Others: Michael Watson Steve Durbin CALL TO ORDER Mr. Dickson called the meeting to order at 6:00 p.m. Mr. Early lead in the pledge. Mr. Bryant lead in invocation. PUBLIC HEARING - PROPOSED CHANGES TO SUBDIVISON ORDINANCE Mr. Dickson opened the public hearing at 6:02 p.m. Mr. Durbin told there are two matters as you can see on the agenda. The first is the proposed changes to the Subdivision Ordinance. The Board is aware that there have been certain actions taken by the General Assembly at their last legislative session that changes the way localities have to process subdivisions. It has changed except for localities that have a population of 5000 or less, the Planning Commission is no longer able to be the entity that reviews subdivision plats. Additionally, the time frames for reviewing and approving proposed subdivisions have changed to give the locality less time in which to act. These appear to be the result of some lobbying by home builders and other developers to try to speed up the approval process for subdivisions and developments in general. What is means for us is we do have to amend the subdivision ordinance to accommodate those two changes.
