The Cedar County Commissioners met in the Boardroom of the Cedar County Courthouse at 8:30
AM and the meeting was called to order as advertised, with Mike Meier, David McGregor, and Dick
Donner answering roll call. Also present, County Clerk Jessica Schmit. Chairman Donner stated the open
meetings laws are posted on the wall for public inspection.
Motion was made by Meier and seconded by McGregor to approve the agenda. Motion carried
with a 3 to 0 vote. Minutes from the June 9, 2026 meeting were reviewed and a motion was made by
Meier and seconded by Donner to approve the minutes with claims to be added. Motion carried with a 3
to 0 vote.
Weed Superintendent, Justin Heikes, brought a rough draft of an advertisement for the job
opening and discussion was held on where to print it.
Schmit then brought up the boat ramp signs that had been designed as a 24x36 sign and shared
the proof with the board. Board agreed to purchase from B’s Enterprises.
Zoning administrator, Tim Gobel, presented the following building permits: Bob Thoene 30x50
pole shed, Brent Gould house, Roger Hahne 20x100’ open front cattle shed, Mark Lute 50x80 pole barn,
Ron Joslin 30x100 shed addition, Donna Gowery house & garage. The following conditional use permits
were all presented to split acreages off existing places: Jerry Johnson 11.1 acres, Terry Gowery 5 acres,
Dave & Lori Hansen 6.7 acres, Keith Haberman 8.3 acres, Brandon Sudbeck 5 acres, and Tim Froehling 5

Fee reports were reviewed by the board and brief discussion was held on the option to increase
our deductibles and lower our insurance premium for the new fiscal year. The board agreed to leave the
deductibles where they were at.
Weed Superintendent, Justin Heikes, reported to the board on his ongoing projects. He also
stated he intends to resign from his position as weed superintendent in the new year. Discussion was held
on how and when to advertise for a new superintendent. Schmit will work with Heikes to get an accurate
job description together as well as a job posting.
Zoning administrator, Tim Gobel, presented the following building permits: J & ER Farms
60x100’ shed, Jon Pehrson hoop barn addition, Chris & Kara Lammers 25x31 attached garage, CLM

nights July 17-19. Motion was made by McGregor and seconded by Meier to approve the SDL’s for the
Cedar County Ag Society. Motion carried with a 3 to 0 vote.
Zoning administrator, Tim Gobel, presented the following building permits: Roger Hahne 45x20’

Weed Superintendent, Justin Heikes, came before the board to discuss issues in District 1 with
brush in the road right-of-way, which will become a snow trap. The issue is not well-controlled currently
because of concern for organic row crops. Discussion was held on how to notify constituents about the
issue. The right of way is the responsibility of the landowner to maintain. Heikes will get an ad in the
paper to help spread the word.
Clerk Schmit opened discussion on the group dental plan that was approved at the previous
meeting, there are two options. The employee does not get to choose, the board needs to choose with
option the county will offer. After a brief discussion on the differences in the plans, a motion to offer
plan A for group dental was made by McGregor, seconded by Meier. Motion carried with a 3 to 0 vote.

Thrift for new signage in the amount of $2,204.55. Schmit stated these grants would be included in the

The Cedar County Commissioners met in the Boardroom of the Cedar County Courthouse at 8:30
AM and the meeting was called to order as advertised, with Mike Meier, David McGregor, and Dick
Donner answering roll call. Also present, County Clerk Jessica Schmit. Chairman Donner stated the open
meetings laws are posted on the wall for public inspection.
Motion was made by McGregor and seconded by Donner to approve the agenda. Motion carried
with a 3 to 0 vote. Minutes from the March 10, 2026 meeting were reviewed and a motion was made by

County Assessor, Janelle Heikes, presented an accelerated tax statement that was reviewed and

After a brief discussion and nomination by the tourism board, a motion was made by Donner and

The Cedar County Commissioners met in the Boardroom of the Cedar County Courthouse at 8:30 am
and the meeting was called to order by County Clerk Jessica Schmit per Statute 23-274 as advertised, with Mike
Meier, David McGregor and Dick Donner answering roll call. Statement was made that open meetings laws are
posted on the wall for public inspection.
Schmit called for a motion for Board Chairman. Motion was made by Meier and seconded by McGregor
to appoint Dick Donner as chairman. Voting: Meier, yes; Donner, yes; McGregor, yes. Motion carried. Motion
by Donner to nominate Meier as vice chairman was seconded by McGregor. Motion carried with a 3 to 0 vote.
Motion was made by McGregor and seconded by Meier to approve the agenda. Motion carried with a 3
to 0 vote.
Motion was made by McGregor and seconded by Donner to approve minutes for the December 23, 2025
meeting. Motion carried with a 3 to 0 vote.
Board member appointments were discussed as listed below with the only change being transit removed
as an appointment. Motion was made by Donner and seconded by Meier to approve the board appointments as
discussed. Motion carried with a 3 to 0 vote.
District One: Region IV Northstar Disabilities, Missouri River Advisory Group, and National Scenic River.
District Two: Region IV Mental Health and Northeast Nebraska Public Health Board
District Three: Landfill and solid waste, Goldenrod Hills, HUD and Northeast Area on Aging.
