It is a Linden tree. They drop a lot of seeds. The homeowner is getting tired of trying to keep up with the number of droppings. Ms. Fox said that it is still a pretty tree and it is not dying but is showing some signs of stress. It is up to Council to have a tree removed. If Council approves of removing the tree, it is up to the homeowner to pay for it . The resident is aware of how much it will cost to remove it. The tree is older and could potentially be declining and she added that these types of trees can be messy. Residents are responsible for maintaining the boulevards and keeping the sidewalks cleared of snow. He commented that many residents don’t have money for irrigation systems and the city doesn’t require us to install irrigation. Boulevard runs from Ravalli to 9 th street. He said that he will need to hire someone to shovel the sidewalks. He also commented that as the street approaches the church there is barely enough room to have cars pass each other safely. He feels that the city needs to re view its policies on the showcase boulevard and street. If the city wants to upgrade the streets the city should bare the expense. He paid an additional 50% over the last 10 years to the City of Hamilton and asked what additional services did he receive. He would like to get down to a baseline budget and he would like to be treated in a fiscally responsible manner. He has been here since 1993 and has been involved in the city in many ways. He would like to know why his taxes have gone up more than the rate of inflation. Mayor Farrenkopf took his email information and will respond to his questions. Robert Steinhoff, 349 Old Corvallis Road feels that there is need for better traffic control between Fairgrounds and Old Corvallis Road and related close calls and problems he has witnessed. What he is concerned about specifically are passing diesel trucks that purposely shoot out a bunch of black smoke. It is very unpleasant and he doesn’t feel it meets the test of their right to free speech. He feels it could be helped by having law enforcement present. Recently the department has needed to find a new range for firearm practice. He said that they have stopped using Whitecar Rifle Range but have teamed up with the Ravalli County Sheriff’s Department, who have their own range. They will have to help keep the road plowed and will be purchasing a steel shed to store equipment in. Chief Snavely told the members he will be pursuing two grants. He explained how half of the department’s patrol vehicles have high mileage on them and if awarded he would like to use the non-matching grant money to fund some new vehicles. The minutes were approved unanimously. • Planning Department Update City Planner/Grant Administrator, Matthew Rohrbach, gave a thorough overlook at the many projects and potential projects that he and new Planning Technician, Alyssa English will be moving forward on in 2025.  Complete zoning update We began working on the zoning update in the Fall of 2023. During that time, we have been taking our time and are being very deliberate. Public input has been sought through a variety of means including, public meetings, neighborhood walks and talks where proposed zoning updates were discussed. NOTE TAKER: Cynthia Fleming, Deputy Clerk STAFF MEMBERS PRESENT: Mayor, Dominic Farrenkopf The meeting opened at 7:00pm Public Comments: Dominic Farrenkopf, 312 N 6th Street, gave birthday greetings for a city staff member. Approval of Minutes from November 26, 2024 Councilor Ernst moved to approve the minutes. Councilor Pogachar seconded. The minutes were approved unanimously. • Council Goals for 2025 Prior to the meeting, Councilor Pruitt, talked with City Attorney, Karen Mahar, in preparation for this discussion. As a result of her discussion, she was provided a statement explaining the powers of City Council which are primarily legislative. Councilor Pruitt feels it is appropriate to set goals for the Council but need to keep in mind what the Council’s role is. Councilor West would like to see the city and the Council go forward on finding out what our possibilities are for working with Montana Rail Link (MRL). She would prefer to have a MRL representative come to a meeting. She would also like staff to let the Council know where they are in their discussions with MRL.
