Attendance and minutes
In attendance were Emilee White, Mark Trent, Tanya Clark, Mayor Deena Pack, and City Recorder Leah
Smith. Absent: Matt Bergman and Ashley Guet.
The meeting was called to order at 6:58 p.m. and the minutes from the April 13, 2026 regular meeting
were reviewed and approved upon motion from M. Trent and second of T. Clark. The minutes from the
April 21, 2026 special council meeting were reviewed and approved upon motion M. Trent and second
of E. White.
Old Business
First on the agenda was the second reading of Ordinance 2026-02, a proposal to adopt the 2021
National Fire Protection Safety Code. A motion to read by title only was made by L. Smith and
seconded by M. Trent. After review of the same, L. Smith moved to approve the ordinance, which
motion was seconded by M. Trent. Council voted unanimously in favor of the same, so the ordinance
passes.
Next on the agenda was to be a review of an updated use of force policy for the police department,
but the Mayor noted the draft requested from the police department was still ready for review. T. Clark
moved to table the matter and L. Smith seconded that motion. Council voted unanimously in favor of
that motion, so the matter is tabled for now.

Council first reviewed the proposed budget for the 2026-2027 fiscal year. City Administrator Pam Mentz
summarized the budget, explaining proposed changes in certain departments, and took questions from
council members. After discussion, M. Trent moved to approve the budget, and L. Smith seconded that
motion. Council then voted unanimously to approve the budget, and it passed as proposed.
Next, Council reviewed the proposed updated to Ordinance 2023-04 related to Outdoor Dining. The
Mayor explained the changes would allow for outdoor dining year round, and would extend the life of

The Mayor first updated Council on the ongoing discussions with CSX related to their intention to deed
the old depot to the City as soon as they find a suitable location to relocate their offices. Upon motion
of L. Smith and second of M. Bergman, Council voted unanimously in favor to authorize Mayor Pack to
continue negotiating with them on this matter in hopes of securing the Depot as soon as possible.
Council next reviewed the request from the Totten Circle Homeowner’s Association that the City
reassume responsibility for maintaining the streets in that neighborhood. Their HOA has been responsible
for the same for some years now, but residents there continue to pay municipal fees. Upon motion of L.
Smith and second of E. White, council voted unanimously to authorize Mayor Pack and City
Administrator Mentz to enter into an agreement for the same with the Totten Circle HOA.

• The Mayor first reviewed the proposal to acquire the dilapidated structure located at 230 Main
Street. The owner is willing to sell the property to the City for $15,000, which will allow the City to
tear the building down using funds from the Dilapidated Building fund, and which will likely save
money in the long run since legal fees related to the condemnation process could easily
exceed that amount and delay the tear-down of a safety hazard and eyesore on our city’s
