Minutes
The Cottonwood County Board of Commissioners met in regular session on
Tuesday, July 7, 2026, at 9:00 a.m. at the Cottonwood County Courthouse in
Windom, MN. Present for all or portions of the meeting were: Commissioners Tom
Appel, Larry Anderson, Donna Gravley, Kevin Stevens, Wayne Maras; County
Attorney Nick Anderson, County Coordinator Kelly Thongvivong, Auditor/Treasurer
Carolyn Rempel, Kathy Marsh, Michelle Baumhoefner, Emily Bentson, Elizabeth

Chairman Tom Appel called the meeting to order. The Pledge of Allegiance
was recited. Motion by Stevens, second by Gravley, unanimous vote to approve the
agenda. Motion by Anderson, second by Maras, unanimous vote to approve the
minutes of the June 16, 2026, regular meeting and the June 16, 2026, Board of
Appeal and Equalization meeting.

Cottonwood County ACE Coordinator, met with the board. Baumhoefner reviewed
the programs 2025 Annual Report and gave Cottonwood County statistics.
Baumhoefner also informed the board that the A.C.E. program received a 3-year
AmeriCorps Grant in the amount of $567,995 per year. Baumhoefner stated that
this grant amount is up from the $82,000 per year in prior years.

The Cottonwood County Board of Commissioners met in regular session on
Tuesday, May 5, 2026, at 9:00 a.m. at the Cottonwood County Courthouse in

Chairman Appel called the meeting to order. The Pledge of Allegiance was
recited. Motion by Stevens, second by Maras, unanimous vote to approve the
agenda as amended. Motion by Anderson, second by Maras, unanimous vote to
approve the minutes of the April 21, 2026, meeting.

County Board and to convene as the Ditch Authority.
Attorney John Kolb reviewed the proceedings from the original public hearing
that was held on March 16 and stated what was to happen at the meeting today
regarding the Redetermination of Benefits for County Ditch #42 and Group 2C.
Commissioner Appel then re-opened the public hearing for County Ditch #42. Kody
Fossum, H2Overviewers, presented and explained the amended Viewer’s Report.

to ask for a $50,000 loan from the Blandin Seed Capital Fund. White stated the roof
over the gym/auditorium is leaking and the cost to repair the roof is estimated at
$130,000. Motion by Maras, second by Anderson, unanimous vote to approve a
Blandin Seed Fund loan to the BARC Building for roof repairs in the amount of
$50,000, at an interest rate of 4.75%, to be paid in a balloon payment within 3 years,
and allow the Board Chair to sign. The Board Chair asked the County Attorney to
draw up the paperwork for the loan.

mobile radios. Purrington stated that he will be replacing two squad cars in 2026

Minutes
The Cottonwood County Board of Commissioners met in regular session on
Tuesday, February 3, 2026, at 9:00 a.m. at the Cottonwood County Courthouse in
Windom, MN. Present for all or portions of the meeting were: Commissioners Tom
Appel, Larry Anderson, Donna Gravley, Wayne Maras; County Attorney Nick
Anderson, County Coordinator Kelly Thongvivong, Auditor/Treasurer Carolyn
Rempel, Kathy Marsh, Steve Schnieder, Alex Schultz, Dylan Oeltjenbruns, Kyle
Pillatzki, Jed Rhubee, Sidney Nuese, Megan Lagare, Cary Bartsch, and Joel
Alvstad. Commissioner Stevens was absent.
Chairman Appel called the meeting to order. The Pledge of Allegiance was
recited. Motion by Gravley, second by Maras, unanimous vote to approve the
agenda as amended. Motion by Anderson, second by Gravley, unanimous vote to
approve the minutes of the January 20, 2026, meeting.

Sidney Nuese and Megan Lagare, Geronimo Power, met with the board to
give an update on Plum Creek Wind Farm, Plum Creek Wind Farm 2, and Plum
Creek Battery Storage. Nuese stated that Plum Creek Wind Farm is located in
Cottonwood, Murray and Redwood Counties and will start construction in 2027.
Plum Creek Wind Farm 2 will be located in Cottonwood and Murray Counties and
construction is slated for some time in 2027-2029. The Plum Creek Battery Storage

ballot for Appel as Board Chair for 2026. Presiding over the remainder of the
meeting was Chair Tom Appel.
Chairman Appel then asked for nominations for 2026 Board Vice-Chair.
Motion by Stevens, second by Maras, unanimous vote to elect Commissioner
Gravley and to ask that all nominations cease and to cast a unanimous ballot for
Gravley as Vice-Chair for 2026.
Motion by Anderson, second by Maras, unanimous vote to approve the
agenda. Motion by Gravley, second by Stevens, unanimous vote to approve the
minutes of the December 16, 2025, meeting.
