TOWN OF BETTERTON Mayor & Council Meeting March 10, 2026 @ 7: 00 P.M. Betterton, MD 21610 Meeting was held via GotoMeeting link. The meeting was opened at 7: 00 p.m. IN ATTENDANCE: Mayor Donny Sutton, Councilmember Wayne Gilchrest, Councilmember Barbara Lamphere, Councilmember Harry Marcy; Councilmember Gerry Werner, Town Clerk Sheila D1ugoborski, and Town Manager Tom Mogle. RESIDENTS: (in person or virtually via GoTo link) - Mark Mendez, Art Pleasanton, Lorraine Armstrong, Sharon Sutton, Dorcas Coleman Carpenter, Scott Carpenter, Dave and Jodi Paltrineri. MINUTES: Councilmember Werner motioned to approve the Council meeting minutes for February 10, 2026. There was no Council Workshop meeting on February 24, 2026. Councilmember Marcy seconded; all in favor; motion carried. FINANCIAL REPORT: Councilmember Lamphere motioned to approve the February 2026 financial report; seconded by Councilmember Marcy; all in favor; motion carried. GUEST SPEAKERS: Lorraine Armstrong on behalf of the Betterton Day Committee is organizing a 5K run/ walk for July 31st (the evening before Betterton Day). Event will start at 6 p.m. Permitting requires local government as well as other county and state officials to sign off on a special event permit due to usage of roadways. The Betterton Fire company will offer fire police for the planned route for traffic assistance as well as the Kent County Sheriff's department. ✓ Decided: Council adopted the updated Comprehensive Plan for Betterton

The council approved the minutes from the January 13, 2026 meeting and the January 2026 financial report, each with all members in favor. Councilmember Gilchrest moved to adopt the Updated Comprehensive Plan and Resolution 2026-01, which was seconded by Councilmember Werner and carried unanimously. The meeting was then adjourned with a unanimous vote.
