Roger Carter and Wendall Burke addressed the Board about implementing a fire tax. They spoke about the
importance of ISO ratings and funding that is required to keep a good ISO rating. It was pointed out that ISO ratings
affect everyone’s insurance costs. They pointed out that they cannot purchase a fire truck with the current funding
provided by the county. It was noted that a financial institution will not give a loan when a funding request must be
considered yearly instead of having something that they can depend on each year. It was pointed out that a fire tax
would provide a set amount of funds each year.

Chairman Chris Maness called the meeting to order, gave the invocation, and led the Pledge of Allegiance.
On a motion by L. Michele Glover duly seconded by Darrel W. Jeter, this Board hereby approves the
agenda.

The general fund summaries, changes from the first draft, and full draft budget were presented to the
Board. It was noted that the proposed budget total is $38,931,217 with a current deficit of approximately
$2,500,962. The real estate collection rate reduced from 97 percent to 95 percent, interest income lowered from
$750,000 to $600,000, and $225,000 was removed from the S.C.O.T.T. Program. Individual requests were placed in
the contingency fund except Imagination Library (Said reports being attached to the minutes of this meeting;
